A man was booked into jail Tuesday for felony assault and resisting charges after an arrest was made by a Carson City Sheriff’s Office Special Enforcement Team deputy.
Alex Franco, listed as a transient, was arrested at 3:52 p.m. in the area of William Street and Russell Way. He also faces a misdemeanor charge of failure to obey a traffic control device.
According to the arrest report, a deputy observed the man riding a bicycle and making numerous moving violations, including riding against a red pedestrian signal and riding on a sidewalk. The deputy identified himself and explained why he made the stop.
When the deputy asked the man for identification, the suspect postured, concealing his hand and blading his body saying to the officer “you need to stop messing with me,” the arrest report states.
The deputy gave a lawful command for the man to step away from the bicycle. The man postured in a way pulling the bicycle to him in which the deputy believed the man was going to use the bicycle as a weapon. The officer attempted to gain control of the man’s hands, and the man began to resist arrest and put his hand under his body, according to the arrest report.
The man was taken to the ground, continued to resist and was pepper-sprayed. Deputies located a knife sheath on the right side of the man’s belt line, which was empty and a fixed blade knife on the ground.
A search of the man’s backpack revealed 15 pieces of copper piping and tools to cut the pipe. Copper piping is commonly stolen and considered a valuable metal that is easily sold at scrap facilities. Bail: $25,112.

— A 35-year-old Carson City woman, Kris Lynn Matha-Briggs, an inmate at Carson City Jail, was booked at 10:03 p.m. Tuesday on multiple felony warrant charges: 4 counts burglary, 4 counts obtaining money by false pretenses and 4 counts uttering a forged instrument. The warrant was issued March 20. Bail: $20,000.
— Two people, Jean Kimberly Jones, 52, and Allison Ray Lyle, 53, were arrested Tuesday, 12:08 p.m. in the 400 block of East Park Street by the Carson City Sheriff’s Office Special Enforcement Team for felony warrants alleging possession of stolen property. The warrants were issued March 19, 2018 out of Carson City Justice Court.
Lyle also faces a felony charge of possession of a controlled substance after .5 grams of methamphetamine was found in the man’s right rear pants pocket. Bail for Lyle: $10,000. Bail for Jones, $7,500.
— A 27-year-old Reno woman, Jessica Shanchez-Melendrez, was booked into Carson City jail Tuesday, 1:26 p.m. on a felony contempt of court warrant issued Sept. 15, 2017. She was held without bail in lieu of a hearing.
— A 27-year-old Carson City man, Tim Cave, was arrested Tuesday, 10:30 a.m. in the 5100 block of Highway 50 East by the Carson City Sheriff’s Office Special Enforcement Team for suspicion of felony probation violation, possession of a controlled substance (meth) and misdemeanor possession of drug paraphernalia. Bail: $3,637.
— A 26-year-old Carson City man was arrested Tuesday, 3:17 p.m. in the area of Highway 50 East and Airport Road for a misdemeanor failure to appear warrant. Bail: $3,000.
— A 49-year-old Carson City man was booked into jail Tuesday, 10:50 a.m. for a misdemeanor contempt of court warrant issued Sept. 6, 2017 out of Carson City Justice Court. Bail: $500.
– A 22-year-old Carson City man was arrested Tuesday, 3:24 a.m. in the 3700 block of North Carson Street for misdemeanor suspicion of violation of a suspended sentence. The man admitted to drinking an alcoholic beverage against a “no alcohol” condition through the Department of Alternative Sentencing. Bail: $1,000.
— A 22-year-old Carson City man was arrested Tuesday, 4:32 p.m. for misdemeanor suspicion of obstructing. Bail: $412.
