Carson City sheriff’s deputies make drug, DUI and warrant arrests

A 26-year-old Carson City woman was arrested Thursday in the area of Ann and Minnesota streets for suspicion of felony possession of heroin and misdemeanor driving under the influence of drugs, a Carson City sheriff’s deputy said.

Andrea Clustka faces charges of possession of a controlled substance, being under the influence of controlled substances, both felonies, and misdemeanor driving under the influence of drugs and possession of drug paraphernalia. She was arrested at 4 p.m.

According to the booking report, a deputy responded to a call from dispatch regarding a possible intoxicated driver. The suspect driver was observed as being slumped over the wheel, then waking up and then driving forward nearly striking the reporting party who relayed the information to dispatch.

A deputy located the suspect’s vehicle at the corner of Ann and Minnesota streets. He observed Clustka get out of the driver’s seat and walk to a nearby apartment. The officer advised the woman to stop and walk over to his patrol motorcycle. The woman initially ignored the request, attempting to go inside an apartment. After multiple requests the woman put her purse down and walked to the officer, the arrest report states.

The woman showed signs of being under the influence of a controlled substance and was asked if she would perform standardized field sobriety tests. The woman agreed and showed signs of impairment. She admitted to using heroin and methamphetamine earlier in the day, the report states. She was arrested.

During a search the woman gave the deputy .5 gram of heroin that was on her person, the arrest report states. Because the woman admitted to using controlled substances, she was asked if her vehicle could be searched. The woman agreed. The CCSO deputy located foil with black stains and a straw, both consistent with smoking heroin. She was taken to jail and provided an evidentiary blood sample. Bail: $7,274.

In other arrests:
— A 36-year-old Carson City man, Michael James Lloyd I Delucchi, was arrested Wednesday, 9:26 p.m. in the area of Plaza and William streets by the Carson City Sheriff’s Office Special Enforcement Team. He faces charges of felony suspicion of possession of a controlled substance, gross misdemeanor possession of a prescription drug without a prescription and misdemeanor suspended registration. Bail: $5,087.

— A Carson City man was arrested early Friday morning in the area of South Curry and Washoe streets for misdemeanor suspicion of DUI, failure to stop at a stop sign and failure to maintain a lane of traffic.

According to the arrest report, a deputy was patrolling the area and at around 12:20 a.m. observed a vehicle fail to stop at the intersection of Koontz and South Curry streets.

While traveling, the officer observed the driver of the vehicle failing to maintain the lane of traffic three times, twice crossing the white fog line with both right wheels completely crossing the line. The deputy also observed the vehicle cross the yellow median line with both left wheels crossing the line, the report states.

The deputy made the traffic stop and observed the driver showed signs of impairment. The man was asked if he had been drinking, in which he replied he had been drinking at a bar. The driver consented to field sobriety tests and showed signs of impairment.

He then stopped the tests and said “I don’t want to do this anymore.” He provided a preliminary breath test of .246 and was arrested for suspicion of DUI. At jail the man became uncooperative and combative and refused to consent to evidentiary testing. A judge granted a search order for a blood draw. Bail: $1,311.

— A 20-year-old Carson City man was arrested Thursday, 1:36 a.m. in the 2300 block of South Carson Street for misdemeanor underage possession of less than an ounce of marijuana, possession of drug paraphernalia and driving without a front headlamp.

According to the arrest report, a deputy observed a sedan traveling on Carson Street without a right front headlight. The deputy initiated a traffic stop. The man identified himself to the deputy with a Nevada driver’s license. The officer could smell a strong odor of marijuana coming from the driver. He told the officer he smoked less than 1 gram of marijuana around an hour prior.

The deputy completed standardized field sobriety tests and determined the man was not impaired, however, he being 20 years old, is prohibited to be in possession of marijuana. Deputies recovered less than an ounce of marijuana from the man’s backpack, along with glass pipes and two grinding devices. Bail: $1,946.

— A 25-year-old South Lake Tahoe woman was booked into Carson City Jail on Wednesday, 1:30 a.m. for a violation of suspended sentence warrant issued March 6, 2018 out of Carson City Justice Court. Bail: $3,000.

— A 37-year-old Gardnerville woman was booked into Carson City Jail at 1:30 a.m. Wednesday for a misdemeanor failure to appear warrant issued Dec. 28, 2017 out of Carson City Justice Court. Bail: $3,000.
