A Carson City pair were arrested Jan. 31, 4:46 p.m. in the area of Highway 50 and Fairview on multiple felony drug charges following a sting operation through the Carson City Sheriff's Office Special Enforcement Team.
Deborah Duffy, 27, faces three felony charges including sales of a schedule one drug, possession of a controlled substance and conspiracy to violate the federal drug act. She also faces two misdemeanor charges. Ricky Streight Jr., 19, was arrested on suspicion of felony conspiracy charges of related to the drug act and drug sales.
According to the arrest report, a Carson City sheriff's officer assigned to the Special Enforcement Team was contacted by a person who agreed to buy around 1 gram of methamphetamine from Duffy for around $40 cash while under audio and video surveillance. The arrest report notes Duffy had two confirmed warrants out of Carson City Justice Court for her arrest.
Sgt. Humphrey and deputies Jones, Stetler with Tri-Net and other members assisted during the operation. The person who agreed to buy the drugs met officers and was outfitted with an audio surveillance device and $40 in cash was marked and given to them to be used in the transaction.
The person buying the drugs contacted Duffy by cell phone and arranged for the transaction to happened at a casino in the 3800 block of Highway 50 East, the arrest report states. Officers drove and then dropped off a deputy and the person near the casino where they walked the rest of the way in. Soon after arriving, the deputy assigned to work with the person making the drug sale advised that he had witnessed the transaction between the person and Duffy, the arrest report states. The officer also reported the vehicle description and that it was being driven by Streight.
Based on the description given by the deputy who witnessed the transaction, officers discovered the vehicle at Gordon and Fairview as it turned northbound onto Fairview. A deputy initiated his emergency lights and sirens, conducting a traffic stop at Highway 50 and College Parkway. Sgt. Humphrey and another deputy also arrived. Duffy and Streight were cuffed and placed into custody.
During the search incident, the marked $40 in cash given to the person who made the transaction were recovered from Duffy's front pocket of her hooded sweatshirt. Additionally there were three hypodermic devices discovered with clear methamphetamine fluid. Bail for Duffy $33,107. Bail for Streight: $30,000.
In other felony arrests: A 49-year-old Carson City man, Warren D. Chaney, was Feb. 2, 1:30 p.m. at a supermarket parking lot in the 3600 block of North Carson Street. He was arrested on suspicion of indecent and obscene exposure.
Officers were called to the area on a report of a man masturbating in the parking lot. The man at first denied the allegation that he was masturbating in public but then admitted to hit, writing on his own free will that he did but didn't know why, the arrest report states. Bail: $5,000.
— A 20-year-old transient was arrested Feb. 1, 2:05 a.m. at East Long and North Carson Street. John Anthony Kramer faces a charge of being a fugitive from justice out of the state of Idaho. He had a failure to appear charge of burglary.
He was stopped jaywalking by the Carson City Sheriff's Office Special Enforcement team. A warrant check was done which alerted officers of Kramer's status. He is being held without bail awaiting extradition.
— A 35-year-old Carson City man, Garnica Guillermo Lopez, was arrested Feb. 1, 7:30 a.m. in the area of South Curry and 10th streets. he faces a felony charge of providing officers false identification and misdemeanor charges of driving without a valid license, driving on a suspended registration and violation of a suspended sentence. Bail: $11,294.
— A 54-year-old Carson City man, Jimmy Lee Andrews, was arrested Feb. 1, 8:50 a.m. in the 4700 block of South Carson Street on suspicion of possessing a controlled substance and two misdemeanor warrants, possession of drug paraphernalia and failure to appear in court. Bail: $3,792.
— A 47-year-old Carson City man was arrested Feb. 1, 6:21 p.m. in the 2000 block of South Edmonds Drive. Ralph Hayes faces a felony charge of parole and probation hold and is being held without bail. He was stopped and subsequently charged for DUI and failure to maintain a lane of traffic.
— 25-year-old Carson City woman, Heather Rose Olea, was arrested Feb. 1, 8:24 p.m. for suspicion of being in violation of terms of her probation, a felony. The woman was a passenger in a vehicle that was part of a traffic stop. A wants and warrants check of the woman found her to be in violation of terms set out in conditions, violation of curfew.
— A Gardnerville couple was arrested was arrested Jan. 31, 3:36 p.m. in the 5900 block of Highway 50 East. Geoffrey Earl Meudt, 40, faces a felony charge of being in possession of a controlled substance and four misdemeanor charges including violation of probation, possession of paraphernalia, marijuana and obstructing an officer. His wife faces a misdemeanor charge of failure to appear.
According to the arrest report the couple were attempting to buy a firearm while having confirmed warrants out of Carson City Justice Court for their arrests. In the search officers recovered a small amount of marijuana and a glass pipe with methamphetamine inside. The man's bail: $7,786. The woman's bail: $955.
Those arrested and facing charges are innocent unless proven guilty in a court of law.
