Carson City deputies make felony fugitive, domestic battery and drug conspiracy arrests

A Carson City man was jailed Sunday on suspicion of felony domestic battery with strangulation. Michael Robson was arrested in the 1300 block of Ashby Court at 1:03 a.m.

According to the arrest report, Carson City Sheriff's Office deputies were dispatched to the area of Menlo and Lompa streets after dispatch received a call about a female screaming and children crying.

Deputies arrived and made contact with Robson who said he had been arguing with his girlfriend. Officers observed he had scratches to his knee and elbow and his hand was scratched and swollen as though he hit something, the arrest report states. His lip was red and appeared slightly swollen.

The man told officer the argument was verbal only and he was injured when he slipped in the parking lot and hit his head on a parked car. He said he slipped because he was intoxicated, the arrest report states.

Deputes spoke with the victim, who said the couple had been drinking earlier in the night and she upset Robson with something she said. The woman told officers Robson pushed her and then grabbed her by the throat, squeezing her throat to the point where she couldn't breath. She said she punched him in the mouth to get him to let go, the arrest report states.

The woman said Robson then began hitting her several times on the upper body and side. She said she fell to the ground and stayed there until he stopped hitting her. She said when he stopped, she ran inside. Once inside, the woman said Robson followed her, demanding to know where his phone was. The woman said Robson grabbed her and she bit him on the chest to get him to let go of her. She said he began hitting her in the arms and stomach again and said she yelled for the man's sister who was upstairs, the arrest report states.

The woman came downstairs and broke up the fight. Robson then called for friends to pick him and and was waiting outside when deputies arrived. The victim's upper body was red, officers observed with scratch marks on her left arm.

Robson was determined to be the primary aggressor and was arrested on suspicion of domestic battery with strangulation, a felony. A computer records check returned with no prior domestic battery convictions. Bail: $15,000.

In other arrests: Carson City Sheriff's Office deputies arrested a 25-year-old man wanted in California as a fugitive.

David Andrew Sleeman, 25, was taken into custody at 11:11 p.m. after a traffic stop at East Proctor and North Carson Street. He is being held on $50,000 bail issued out of Stanislaus County Superior Court on a felony assault warrant.

According to the arrest report, Carson City sheriff's deputies observed a passenger inside a Toyota Camry jumping from the backseat to the front seat of the vehicle, distracting the driver.

Sleeman was the driver of the vehicle who identified himself using a Nevada driver's license. A dispatch check came back with a confirmed warrant and extradition order by Stanislaus County.

— A 24-year-old man, Michael Wesley Tiehm, was arrested Saturday, 12:17 a.m. in the 900 block of Woodside Drive on a felony drug conspiracy charge. According to the arrest report, an officer stopped a woman for driving on an expired registration.

Officers observed a baggie on the driver's side door, with its end torn off on the corner, known to be indicative of a method to transport drugs. The woman was asked to asked to step outside the vehicle. A K9 alerted to a presence of drug odor outside the exterior of the vehicle. During the traffic stop, the woman received a number of text messages about purchasing six "percs" which is a street name for Percocet, a controlled substance narcotic. Inside the baggie was a trace amount of crushed white powder. No other drugs were found in the vehicle.

The woman was read her Miranda rights and agreed to speak with the officer, telling him that she was going to buy pills at a nearby convenience store, the arrest report states. The officer said he would not arrest her if she agreed to go back to the market and buy the drugs that she had planned to do for $20, the arrest report states.

She agreed, a photo of the $20 bill was taken and surveillance of the market was put in place. Tiehm arrived from the Stanton Arms apartments, got into the woman's vehicle on the passenger side, sat briefly and exited the vehicle. Officers detained the man, located the $20 bill that it had photographed in the man's right shorts pocket.

The woman gave officers a box of cigarettes, and inside the box were six white tablets in a baggie. The tablets were identified as acetaminophen, 500 mg, the arrest report states. They were wrapped in a plastic baggie with electrical tape wrapped around it. The pills looked identical to Percocet and they were sold to the woman as Percocet, the arrest report states.

Tiehm was read and waived his Miranda rights, saying the deal was in place to sell the woman Percocet but that he "ripped her off" instead by selling her Tylenol. He was arrested on charges of felony drug conspiracy and gross misdemeanor sales of imitation drugs under the controlled substance act. Bail: $12,500.

— A 25-year-old Carson City man, Ryan Williams Rigs, was arrested April 12, 3:44 p.m. in the 3000 block of Clear Creek Road on a warrant for felony drug conspiracy issued April 7, 2014 out of Carson City Justice Court. Bail $2,500.

— A 24-year-old Carson City man was arrested Sunday, 8:40 a.m. at Roop and Oregon streets on suspicion of driving under the influence, second offense that caused an accident, a gross misdemeanor. He also faces misdemeanor charges of leaving the scene of an accident and possession of less than an ounce of marijuana.

According to the arrest report, the man struck a telephone pole and drove away. He was stopped at Roop and Oregon streets, and smelled strongly of alcohol, providing a preliminary breath test of .191. A K9 alerted deputies of the presence of marijuana after an interior search of the vehicle. Dispatch confirmed he had a DUI conviction in 2010. Bail: $3,874.

— A 40-year-old Carson City woman was arrested Sunday, 10:06 p.m. the the 1700 block of North Carson Street on suspicion of battery on a peace officer, a gross misdemeanor.

Officers were dispatched to the area of Fall and David streets for a report of an intoxicated female. The officer spoke with the woman and told her go to home. The woman swore at the officer and then left. The woman the reappeared a few block away, sitting on some steps of a business. She was told by the officer, again, to get up and go home.

The woman again, yelled and cursed at the deputy and walked away. As the deputy was preparing to leave, the woman walked up to the door of the patrol vehicle, punched the deputy in the shoulder with a closed fist and said "f*** you a******," the arrest report states. She was arrested, taken to the hospital, where she had a preliminary blood alcohol content of .380. After she was medically cleared she was taken to jail. Bail: $2,500.

Those arrested and facing charges are innocent unless proven guilty in a court of law.
