Carson City SET officers arrest man on felony drug charges

A 27-year-old Dayton man was arrested Feb. 14, 6:31 p.m. in the area of Caroline and Valley streets in Carson City on suspicion of felony conspiracy, possession with intent to sell and transportation of heroin. Gilbert Raymond Ramirez, was being held on $35,000 bail.

According to the arrest report, officers with the Carson City Special Enforcement Team worked with a person who agreed to make a transaction while wearing a wire. The transaction would be for four "points" of heroin, which in street terms a point is .10 grams for a total of $80, the arrest report states.

An arrangement was made for the transaction at a grocery store in the 500 block of East William Street at around 5:30 p.m. According to the arrest report, Ramirez told the person who agreed to buy the drugs that he wanted to moved the drug deal to the Carson City Library instead, the arrest report states.

The person with the wire who was to buy the drugs stated that they would meet him at the library but would not go inside. Ramirez stated he would not complete the transaction unless the person would enter the library, the arrest report states.

The person with the wire walked to the library and asked Ramirez to come outside and do the transaction but the man again told the person that he would only complete the transaction from inside the library, the arrest report states.

Officers listening in, told the person to walk back to the original location in front of the grocery store. At that point the officer noticed Ramirez and a woman walk south on Valley.

The couple met with the person and the predetermined arrest signal was given, the arrest report states. SET deputies moved in and detained the couple. It was learned the money end of the transaction took place with the woman and Ramirez took a small baggie with four balloons of heroin from his mouth and began to hand it to the person with the wire, the arrest report states.

The person with the wire stated they gave the arrest signal thinking that they would have the balloons in their possession in a few seconds. The person stated that Ramirez noticed the SET vehicle approach and placed the bag with the balloons in his mouth and appeared to have swallowed the package, the arrest report states.

SET officer spoke with the woman who Ramirez was with who stated that she did take the money from the person and that she knew that they were planning to meet up with the person for the transaction, the arrest report states.

The woman told officers the money, $80, was on her, which was removed. A check of the serial numbers on the bills showed the money was the what was given to the person for the transaction, the arrest report states.

Officers spoke with Ramirez who denied any knowledge of any drug transaction. He stated that the person owed him money and that was the reason for the money exchange. He had no explanation as to why the woman he was with would take money from the person when the money was allegedly owed to Ramirez.

Ramirez was arrested for suspicion of sales of a controlled substance, conspiracy and possession with intent to sell.

In other arrests:
— A 54-year-old Carson City man was arrested Feb. 17, 10:31 p.m. in the 2600 block of Highway 50 East. Thomas Wilson Surles, faces a felony charge of embezzlement of a motor vehicle.

According to the arrest report, an officer on patrol observed a vehicle that was part of a reported embezzlement, pull in front of a gas pump in the 2600 block of Highway 50 East. The officer checked the license plate which returned as a positive hit and made contact with the man who was described as cooperative and stated the vehicle was his father's and he is allowed to drive it.

The man was detained without incident. A check of the VIN through dispatch verified the vehicle was entered as embezzled in which the vehicle was taken on Feb. 14, and never returned. Bail: $20,000.

— A 47-year-old Gardnerville man, Clayton Keebaugh, was arrested Feb. 16, 6:20 p.m. near the intersection of Snyder Avenue and Bigelow Drive. According to the arrest report the man admitted to officers that he had used meth earlier with friends in the area of the Koontz water tower. He was also on parole and probation for possession of a controlled substance. He was being held without bail until a hearing with parole and probation, the arrest report states.

— A 45-year-old Carson City man, Anthony Eugene Woolery, was arrested Feb. 16, 9:38 p.m. in the area of Airport Road and Highway 50 for alleged parole and probation violation. The man was stopped for riding his bike at night without a light. A computer check showed the man is on state felony probation with a 9 p.m. curfew. P&P advised the officer to arrest the man based on the violation. He was held without bail until a hearing.

— A 47-year-old Carson City man was arrested Feb. 14, 8:45 a.m. in the 2100 block of Courtside. Stephen Walton Shaw was arrested on felony warrant charge, issued Feb. 7 out of Carson City Justice Court, of fraudulent use of a credit card. When he was arrested he was also found to be in possession of methamphetamine, also a felony, according to the arrest report. Bail: $10,000.

— A 26-year-old Reno woman was booked Feb. 16 into Carson City Jail on suspicion of domestic battery. The woman was arrested at 3:15 a.m. in the 1200 block of Buzzy Ranch Road. Bail: $3,137.

— A 28-year-old Las Vegas woman was booked Tuesday, Feb. 18 into the Carson City Jail on a failure to appear warrant issued July 30, 2013. Bail: $3,000.

A 23-year-old Gardnerville woman was booked into Carson City Jail on Tuesday, Feb. 18, on a warrant for violation of pre-trial conditions, failure to obey all laws issued Feb. 18, 2014 out of Carson City Justice Court. Bail: $3,000.

A 28-year-old Carson City woman was arrested Tuesday, Feb. 18, 1:30 p.m. in the 2200 block of East Long Street on a warrant for contempt of court, failure to provide proof of petty larceny program completion. Bail: $500.

Those arrested and facing charges are innocent unless proven guilty in a court of law.
