Justin Carrigan was sentenced to 6-15 years for failing to call 911 when his 4-year-old stepdaughter Rochelle Ellis stopped breathing last year, suffering permanent brain damage. A jury last month found there wasn't enough evidence that Carrigan caused his stepdaughter to stop breathing, but found him guilty of neglect. The girl had stopped breathing for approximately 6 minutes before a neighbor coaxed Carrigan to call 911. He had originally resisted calling, saying he had spanked her the night before.
