Man wearing panties on his head arrested for mistreating police animal

A Wellington, Nevada man was arrested last night after striking a police dog while Carson City Sheriff's deputies were trying to take him into custody for disorderly conduct.

Deputies responded to the 3300 block of Imperial Way at 11:20 p.m. after a report of a man walking around with a bottle of alcohol and knocking on doors.

According to the arrest report, deputies found William French, 40, holding a bottle of what appeared to be alcohol and wearing pink and black women's panties on his head. When asked for his name, the suspect allegedly said he was Robert French, which they later found out what is brother's name. They give him a preliminary breath test that showed he had a blood alcohol level of .215.

When deputies tried to take him into custody for disorderly conduct, French allegedly refused and clinched his hands in front of his body, saying "I'm not going to jail."

A deputy then delivered a "contact taze" with his Tazer to French's back, but he continued to refuse to cooperate. That's when another deputy deployed his K-9 unit, which bit the suspect in the buttocks. French allegedly turned around and tried to hit the dog. The dog was deployed again, this time striking the suspect's left forearm. That is when French allegedly began punching the dog numerous times with his closed fist.

One deputy pulled the dog away, while the other one shot his Tazer at French. After the shock, the suspect cooperated.

While at the hospital, the suspect admitted he was William French. Deputies discovered that William French is on alternative sentencing with a no-alcohol clause.

French was arrested for felony mistreatment of a police animal, felony providing false information to avoid prosecution, misdemeanor resisting arrest with violence, misdemeanor disorderly conduct and misdemeanor probation violation. His bail was set $14,369.

Carson City Sheriff's deputies also arrested the following persons:

—James Allen Jackson, 24, of Dayton, was arrested Tuesday evening in the 400 block of North Carson Street for felony parole violation. Deputies responding to the report of a person who punched and damaged a slot machine found Jackson inside the same establishment, and discovered he was on parole and had an 8 p.m. curfew. He was held without bail.

—Mark Tompkins, 44, of Carson City, was arrested Monday night in the 400 block of South Saliman for felony domestic battery using strangulation, and misdemeanor domestic battery. The suspect allegedly choked his roommate and punched her in the face. His bail was set at 18,132.
