Three arrested in significant Carson City drug bust; 2.6 pounds of meth seized

The Carson City Special Enforcement Team made a significant drug bust Thursday night that resulted in three arrests, 2.6 pounds of methamphetamine valued at around $67,000 seized, along with around $3,600 in cash, night vision goggles and a gun silencer.

Steven Ray Gillim, 57, of Carson City faces multiple felony charges including trafficking level 3 narcotics, conspiracy to violate the Controlled Substance Act, possession of drugs for sale; possession of controlled substance (heroin) possession of drug paraphernalia, possession of of a dangerous weapon (brass knuckles), possession of a gun silencer, improper turn at intersection, violation of his bail conditions. A bail amount of $250,000 has been set.

The other two arrested are Eric Weber, 41, Carson City who faces charges of trafficking level 3 narcotics and conspiracy to violate the Controlled Substance Act and Melinda Paetz, 45, Carson City, who faces charges of level 3 control substance trafficking, conspiracy to violate Controlled Substance Act, and violation of misdemeanor violation of a suspended sentence.

"Working in Carson City and leading the SET team I have not seen this much methamphetamine in one spot," said Special Enforcement Team Sgt. Brian Humphrey who made the arrest. "This is a significant amount of methamphetamine to find in Carson City and will make a significant dent in the local drug trade at the moment."

Humphrey observed the 4Runner on Carson Street make an improper turn that resulted in a traffic stop in the 1800 block of North Carson Street at around 8 p.m.

Gillim, who has been jailed recently and is on Alternative Sentencing for past criminal activity, was run through a records check and the Department of Alternative Sentencing was contacted. Officer Justin Ryba initiated a search of Gillim, in which about 2.8 grams of heroin was found in his possession.

As a court procedure and the fact that Gillim was in violation of pre-trial conditions for the heroin, Alternative Sentencing permitted a search by the Carson City Sheriff's Office of the 4Runner. The search commenced by Deputy Jeff Pullen and K9 Rex in which the dog made multiple "alerts" throughout the vehicle. An "alert" in when the dog sniffs out drugs. A black bag was recovered and inside the bag was the methamphetamine and money.

The arrests of Gillim, Weber and Paetz was part of a collaborative effort between the Carson City Sheriff's Office Special Enforcement Team, Tri-Net and the Department of Alternative Sentencing. Sheriff Ken Furlong noted the arrests were part of an ongoing investigation in which multiple, and in some cases violent crimes, have been associated with Gillim.

"We believe tonight will probably have a positive affect on achieving a successful end of an ongoing investigation," said Sheriff Furlong.


Transparency Bills Hit Governor’s Desk

CARSON CITY – Nevada may finally see greater transparency and accountability in election campaigns due to three landmark bills that arrived on Gov. Sandoval’s desk this week.
Secretary of State Ross Miller unsuccessfully championed the reforms in the two previous legislative sessions. Miller said in testimony before the Legislature in recent months that lawmakers could no longer ignore glaring gaps in the law that were revealed by questionable practices in recent election cycles.
“I’m finally satisfied that Nevada voters will have a clearer picture of who is funding political campaigns in Nevada and, as a result, will be able to make more informed decisions at the ballot box,” Miller said when the bills received final legislative approval.

Miller said that for too long, information about who is spending what to influence campaigns in Nevada has been hidden from the voters by archaic and ambiguous laws.
“At a time when record amounts of money are being spent to elect decision-makers at all levels of government, we owed it to the voters to shed more light on campaign financing practices,” said Miller.
Assembly Bills 81, 82, and 452 address aspects of campaign contribution and expense reporting as well as other sections of election law. If passed, more information to be made available to voters sooner than in the past.
Campaign Finance and Expense Reporting
Candidates for public office would be required to electronically file contribution and expense reports with the Secretary of State’s office. This would enable the creation of database that can be searched by candidate name, contributor name, dollar amounts, and other data.
Campaign contribution and expense reports would also have to be filed at least four days before the start of early voting in primary and general elections.
All Political Action Committees, other committees, and individuals who spend more than $100 on a public communication such as a radio or TV ad, billboard, or mass mailing would have to identify in the communication who paid for it.
In addition, any person or group who spends more than $100 in an attempt to influence the outcome of a Nevada election would have to register with the Secretary of State and file annual contribution and expense reports.
Individuals would now be prohibited from contributing to a PAC with the knowledge and intent that the PAC would contribute that money to a specific candidate if the contribution puts the individual over the authorized limits on contributions to a single candidate.
A foreign national would not be able make contributions to Nevada campaigns, and soliciting, accepting, or receiving any campaign contributions from foreign nationals would be illegal under state law, just as it is under federal law.
Voter Registration
Online voter registration would be be expanded from Clark and Washoe Counties to all counties across the state.
A voter registration agency, county clerk or registrar would not be able to knowingly employ a person to register voters if the person had been convicted of a felony involving theft or fraud.
Threatening a person or using intimidation in connection with the registration of voters could constitute a category E felony crime.
Miscellaneous provisions
Individual minor party candidates could be placed on the ballot only if the party obtains ballot access as already required by law.
Acts of tampering or interfering with or attempting to tamper or interfere with a mechanical voting system or computer program used to count ballots would be punishable as a category B felony.
Requirements to register as a Ballot Advocacy Group (BAG) to support or oppose a ballot question would be deleted from statute. Individuals and organizations would have to register as a Political Action Committee to engage in political activity to support or oppose a ballot question, and the reporting threshold for such groups would be lowered from $10,000 in contributions and/or expenditures to $1,000 during any reporting period.
State holidays would no longer be excluded from the early voting period.
An October, 2009 regulation prohibiting county clerks and registrars from releasing results of statewide and multi-county races until the Secretary of State determines that all polling places are closed and all votes have been cast would be codified.
 
 
 

Transient arrested by Carson City deputies on felony fugitive charge

A 40-year-old transient was arrested early this morning on a felony charge of being a fugitive from justice.
Joel David Germain was picked up by Carson City sheriff's deputies at about 2 a.m., when officers were looking for a separate subject who had threatened suicide in the 500 block of East Long Street.
According to the arrest report, a deputy went to the apartment to check on the welfare of the suicidal subject and an attempt to locate pills possibly used in the suicide attempt.

The front door of the Long Street apartment was open, the deputy went inside and found Germain sleeping on a couch. The deputy conducted a wants and warrant check on Germain through dispatch and the check revealed Germain was a fugitive from justice on a California warrant, according to the report.
The officer detained Germain until the warrant was confirmed, according to the arrest report. Once confirmed Germain was taken into custody and transported to jail.
The no-bail warrant was charging a parole violation by the California Department of Corrections, issued in January.

Woman sentenced to prison in exploitation case

Liane Anderson, of Carson City, was sentenced on Tuesday to 40 to 102 months in prison following her conviction for felony Obtaining Money by False Pretenses and Fraudulent Use of a Credit Card.

Anderson, 45, admitted to accessing the bank account and credit cards of her 83 year old mother, Amy Anderson, also of Carson City, and making numerous unauthorized purchases, withdrawals, and cash advances. Police reports indicate that, for a period of more than one year, Liane Anderson accessed her mother’s account and credit cards to buy gifts on Amazon.com, for cosmetic injections, and to post bail for a methamphetamine dealer in jail in Carson City. She also applied for credit cards using her mother’s name. The total loss was estimated to exceed $50,000.

District Court Judge James Wilson sentenced Anderson to a maximum term of 28 to 72 months for the crime of Obtaining Money under False Pretenses and to a consecutive term of 12 to 30 months for the crime of Fraudulent Use of a Credit Card. Anderson must serve a minimum of 40 months before parole eligibility. She was also ordered to reimburse $20,000 in restitution.

District Attorney Neil Rombardo applauded the sentence, stating, “Older members of our community are being targeted more frequently than ever for financial victimization, often by members of their own family. This type of financial exploitation has an everlasting impact on these victims, who will likely never recover from the loss inflicted on them. This sentence sends a message to all that we will prosecute vigorously all cases involving exploitation of the elderly and we will seek long prison terms.”

Amy Anderson was unable to attend the sentencing hearing, but the victim’s son, Gregg Anderson, traveled from California to ask Judge James Wilson to punish the defendant, his sister, as severely as possible. In a letter he read in court, Mr. Anderson said, “It was incomprehensible to me that Liane could do this to our mother. My wife and I have tried to help Liane out in so many ways. In every instance, Liane took advantage of anything that we had to offer.”

Anderson pled guilty to the charges on January 17, 2012. At sentencing, she blamed her actions on methamphetamine addiction. She told the Judge she did not want to be placed on probation, asking for a minimum prison term.

In 2010, District Attorney Rombardo established the SAVE Program, or Stop Abuse of the Vulnerable and Elderly, as a resource for senior citizens and their families in the prevention, investigation, and prosecution of elder crimes. Man arrested near food bank for felony heroin possession

Carson City Sheriff's deputies arrested transient Joshua Lieberman, 30, at the corner of Fall and Long streets Wednesday afternoon, for felony possession of a controlled substance with the intent to sell and misdemeanor possession of drug paraphernalia.

According to the arrest report, deputies were dispatched after a call was placed about a person possibly selling drugs. Deputies spotted the subject - later identified as Lieberman - near the FISH store, acting nervously and clenching his left fist. Being told to relax made the subject more nervous.

Deputies discovered balloons of what is alleged to be heroin about his person. The subject attempted to run and was subdued and arrested.

Deputies also discovered a silver digital scale. At the time of arrest, Lieberman was alleged to have said that he was selling drugs to put food in his mouth. Bail was set at $16,000.

Carson City man jailed, faces felony charges after beating, choking wife

A Carson City man faces three felony charges related to domestic battery after turning himself into authorities.

Derrick B. Kennedy, 40, was wanted by the Carson City Sheriff's Office after he allegedly hit his wife with a steam cleaning vacuum, held her down in a choke hold and spit in her face, put her head through the couple's bathroom door and attempted to stab her with a knife, according to the arrest report.

The incident was reported at 11:19 p.m. Sunday.

The woman was taken to the hospital, treated for her injuries and released. Kennedy turned himself into the Carson City Sheriff's Office at around 5 p.m. Monday.

The incident happened in the 1400 block of Parkland Ave. The victim told authorities she escaped to a neighbor's home for help. She was interviewed by Carson City deputies, telling them: "I thought he was going to kill me," the arrest report states.

Officers observed red swollen marks on the woman's neck, a red swollen area under her right eye and a red swollen area around her left shin. She told authorities she was struck with the steam cleaner in the leg after her head was put through the bathroom door.

She told authorities her husband then took two knives and threatened her. She ran out of their home and got into her vehicle. The woman stated that Kennedy jumped onto the roof of the vehicle swinging a knife at her through the open driver's side window. She stated she ducked and moved to avoid being cut by the knife, according to the arrest report.

The woman told authorities that her husband then fell off the roof of the vehicle and fell to the ground. She said she exited the vehicle, and dropped her cell phone which she saw her husband pick up and smash to the ground. She ran northbound on Parkland Avenue and screamed for help before a neighbor opened the door and allowed her inside where she then called for help, the arrest report states.

Authorities searched the couple's home, and observed damage consistent with the woman's statements. The inside of the home was photographed and booked into evidence. Officers also photographed the woman's injuries, the police report states.

Kennedy turned himself in at the Carson City Sheriff's Office on Monday, at approximately 5 p.m. He faces felony charges of domestic battery with strangulation, battery with a deadly weapon, and preventing a victim from reporting a crime. Bail: $57,500.

— Those facing criminal charges are innocent until proven guilty in a court of law.

Carson City woman arrested on battery charges after slamming door on officers' foot

A Carson City woman was arrested and faces a gross misdemeanor charge of battery on a police officer in an Oct. 14 incident in the 600 block of Roop Street.
According to the arrest report, officers responded at around 8:30 p.m. to an apartment complex on a noise complaint where neighbors heard yelling and loud banging nearby. Officers made contact with the the woman, 34, who opened the door of her apartment where a large dog was with her. Officers asked if the dog was aggressive and the woman replied "yes, very aggressive." She closed the door and an intoxicated man opened it, and acted aggressive toward the officer, according to the report. The man told the officers to "get the f*** out of here" and was standing in a position for a fight.

As the man's demeanor worsened, the woman opened the door and began to scream at the officer. The officer reports the man motioned to the officer that he was going to cut the officers throat and was prepared to set the dog loose on him. The officer ordered the man out of the apartment and the officer's intention was to arrest him. As the officer stepped forward, the woman then slammed the door on the officer's leg and foot smashing it.

The officer managed to break free and called for backup. Officers responded and both the man and woman continued to verbally taunt the officers through the closed apartment. The woman told authorities the only way she would open the door was with an arrest warrant. Officers instead learned the woman had an outstanding contempt of court violation. She exited the apartment, placed a cigarette in her mouth and and resisted officers as they attempted to put cuffs on her. She then sat down and refused to get into the patrol car, the report stated. Two officers picked her up and placed her in the car. She was taken to jail, verbally abusing the arresting officers.
A request arrest warrant was to be issued for the man, who faces charges of intimidation of a police officer, obstructing and resisting arrest.

In other arrests:

— A Carson City woman was arrested and faces multiple felony burglary charges.
Sandra Theresa Randall, a 52-year-old hair dresser, was arrested near College Parkway and Goni after officers ran her plates and were advised that she had a felony warrant for her arrest. She faces two felony charges of burglary and a felony charge of exploitation of elderly. No information was available regarding the case.

— A Carson City man was arrested Oct. 13 near Russell and East Williams for felony probation violation. Eric Shawn Ridge, 27, was in a car that was pulled over for failure use a turn signal, a cracked windshield and the driver not wearing a seatbelt. Ridge was a passenger in the car. Officers observed the car had two 12 packs of Keystone Light beer in the vehicle. A records check revealed Ridge was on supervision with the Nevada Department of Parole and Probation with a condition not to consume alcohol. He admitted that he had and submitted to a breath test that registered a .083. Parole and Probation was notified and the man was arrested. The driver of the car received a traffic citation.

— A Carson City man was jailed for a felony charge of violating his probation. Jose Antonio Adrian, 41, was arrested in the 3000 block of Stanton Drive on Oct. 14.
According to the sheriff's report, an officer was dispatched to Stanton Drive after a report of an attempted car theft and found Adrian to be in contact with a man he was court ordered not to be in contact with.

Weekend Crime Report: Carson City man arrested for assault with deadly weapon (updated)

Shaun Nicholas Day, 29, was arrested Friday night after allegedly firing a .357 revolver at another man in the 900 block of South Carson Street.

According to the arrest report, the victim said Day was a passenger in a car driven by Chandy Atkins, when the car pulled up alongside, and he and Day exchanged words. The victim then said Day pointed a gun at him and fired once, missing him.

Carson City Sheriff's deputies later found the suspect's vehicle, with Day and Atkins both inside. Day had one felony warrant and one misdemeanor warrant for his arrest. Deputies found a .357 Ruger handgun on the floor of the car.

In addition to the warrants, Day was arrested for felony assault with a deadly weapon, felony discharging firearm from a vehicle, gross misdemeanor aiming firearm at a human being, and felony ex-felon in possession of a firearm. His bail was set at $23,929.

Atkins was arrested for felony accessory to assault with a deadly weapon and misdemeanor possession of drug paraphernalia. Her bail was set at $6,132.

On Saturday evening, a woman flagged down a deputy to tell him about a stolen car that was parked on Burton Street. The deputy located the vehicle and watched it from a distance to see if those responsible for stealing it would return.

About an hour later, the deputy saw two male subjects get into the car and drive off. The deputy stopped the car in the 300 block of East Adams. As the deputy approached the car, the driver took off on foot, carrying a plastic grocery bag in his hand, and jumped over a fence.

According to the arrest report, the passenger, Christopher Schumacher, 29, of Carson City, refused to cooperate with commands to stay on the ground, and struggled with the deputy. The deputy eventually had to shock Schumacher with his Taser to get him under control.

A short time later deputies located the suspected driver of the car, Mario Quevedo, 24, hiding in a nearby backyard. He reportedly took off running, but ran into two other deputies and was taken into custody. Deputies were unable to locate the grocery bag the suspect was seen carrying when he exited the car.

A search of Schumacher revealed he was armed with a double-bladed dagger and a folding knife. He also reportedly smelled strongly of marijuana. He also reportedly was verbally abusive to the deputy, telling him "you'll get what's coming to you. I'll catch up with you some day."

Schumacher was arrested for felony grand larceny (auto), felony possession of stolen property, gross misdemeanor possession of a dangerous weapon and misdemeanor obstructing/resisting. His bail was set at $27,932.

Quevedo was arrested for felony grand larceny (auto), felony possession of stolen property, and misdemeanor obstructing/resisting. His bail was set at $25,432.

A word of advice to those on probation — use an ash tray when you go out drinking. Early Saturday morning, a deputy was driving down Highway 50 East near the 3800 block when he allegedly saw the passenger in the vehicle in front of him throw a cigarette out the window. After stopping the vehicle, the passenger, Jarrod Silva, 24, of Carson City, was found to be on probation. According the arrest report, Silva admitted to drinking alcohol at a nearby bar in violation of his probation, and a preliminary breath test showed a blood alcohol level of .147. He was arrested for felony probation violation and held without bail. The driver of the car was also arrested for misdemeanor DUI.

Staci Micheal Adams, 32, of Carson City, was arrested Friday for felony embezzlement. According to the arrest report, Adams reportedly stole $1,120 from the fast food restaurant where she worked as a manager, and lost the money gambling. Her bail was set at $15,000.

On Sunday, deputies — with the aid of store security — apprehended John Gelien, 25, of Carson City when he allegedly shoplifted six X-Box video games from the Walmart store on Market Street by sticking them down his pants. According to the arrest report, the suspect said he stole the games to help pay for his heroin addiction. Gelien was arrested for felony grand larceny and a misdemeanor probation violation. His bail was set at $28,000.

On Sunday night, a deputy spotted what appeared to be a minor gambling inside of a casino in the 3600 block of Goni Road. According to the arrest report, the suspect, Cody Scott McChesney, 31, of Dayton, said his name was Cody Perry when asked for his ID. When the deputy called that name into dispatch, McChesney ran out of the casino and across Goni Road. The deputy caught up with him about a block away and took him into custody. He was found to be carrying brass knuckles in is front pocket.

As it turned out, McChesney had three outstanding felony warrants for his arrest, for burglary, uttering a forged instrument and obtaining money by false pretenses. He was also arrested for gross misdemeanor possession of a dangerous weapon, and misdemeanor obstructing/resisting. His bail was set at $27,907.


Carson City deputies arrest Grass Valley woman on multiple drug charges

A Grass Valley woman faces multiple charges, including driving under the influence of drugs, carrying a prescription drug without a prescription, marijuana possession and having a hypodermic needle.
According to the arrest report, on Tuesday at about 7 p.m. dispatch broadcasted an attempt to locate a possible DUI driver in a white Acura with California plates, speeding on Carson Street and unable to maintain a single lane.
The arresting officer located the Acura on Carson and 10th streets tailgating another car and then cutting them off. The officer stopped and made contact with the woman, identified as a 27-year-old massage therapist, who smelled of pot, had red watery eyes and slurred speech, according to the arrest report.

The woman gave consent to search the vehicle using a K9 and while questioned by the deputy, she denied smoking marijuana. She was given a field sobriety test and didn't pass. The woman told the deputy that she smoked pot a month ago and that it would still be in her system, according to the arrest report.
The deputy requested an NHP officer to bring a Dreager Drug Test to the scene. The trooper arrived and administered the test on the woman, which showed positive recent marijuana use, according to the arrest report. The deputy conducting the search advised the arresting officer that he found a bottle of white tablets on the front passenger seat floor board.
The woman told the officer the tablets in the clear container are prescription medication prescribed to one of her friends, for sores on her face. She told the deputy she did not have a prescription. The deputy looked up the tablets under identadrug.com and was able to identify the prescription as the antiviral medication Zovirak. The woman faces a felony charge for carrying prescription medication without a prescription.
Deputies continued with an inventory of the vehicle for impound and found a plastic container with marijuana in the center console of the vehicle. Deputies also located a used hypodermic needle in the rear right passenger seat floor board. The needle was photographed and booked for destruction.
The woman was taken to jail and two blood samples were administered. She faces charges of unsafe lane changes, possession of a prescription drug without a prescription, possession of marijuana, possession of a hypodermic needle, and driving under the influence of drugs. Bail has been set at $5,063.

Carson City man with California felony warrant from 1993 arrested

A Carson City man was arrested Wednesday, Dec. 5, and faces a felony charge of being a fugitive from justice with a warrant for his arrest out of Los Angeles on a drug charge that dates back to March 1993.

Jeffrey Jason Defalco, 40, listed as a postman for his occupation, was arrested shortly after 8 a.m. near Silver Sage and Koontz. Defalco was stopped for speeding when radar clocked him going 37 mph in a 25 mph zone, according to the arrest report.

Dispatch advised Defalco had a confirmed and extraditable warrant out of Los Angeles, Calif., for his arrest dated March 10, 1993. He was given a warning on the traffic violation and arrested for the listed warrant and transported to Carson City Jail.

The warrant listed the felony charges 11350 (a) HS and 1203.2. in the California Penal Code.

In other arrests:

A 58-year-old transient was arrested Wednesday, Dec. 5 by Carson City authorities and faces charges of being an ex-felon failing to register and obstructing a police officer.

According to the arrest report, officers were dispatched at 5:27 a.m. to the 500 block of Carson Street on a report of a possible drug deal. When deputies arrived they saw a man matching a description given by the reporting party. Surveillance shows the man arriving to the location in a white Dodge truck and meeting another male subject where an exchange of a small package was made.

The man was contacted and identified himself and presented a Nevada driver's license. A computer check showed the man to be an ex-felon registered to a Hot Springs Road address. The arresting officer asked where he was living now and the man said he no longer lived at the Hot Springs Road address. The officer asked him how long had he not been living there and the man said three days, according to the arrest report. The officer asked the man where he was now living and the man said "with my girlfriend" located "somewhere on Harbin by the sheriff's office."

A deputy went to the Hot Springs Road address to verify if the man had moved three days prior. The resident told officers that he had no idea who the man was and that he, himself had personally lived at the address since July 2012.

The information from the Hot Springs Road contact confirmed the man had not been recently living at the address. He was arrested and faces the misdemeanor charges of being an ex-felon with a failure to register and obstructing a police officer.

Carson City man detained after tear gas dropped inside barricaded home

UPDATE: Carson City authorities used tear gas to detain a man dressed in a black sweater who had barricaded himself inside a home near Silver Sage and Roventini Way.

John Vallerio, 22, was taken into custody at around 8:10 p.m. after a SWAT used tear gas to smoke him out of the house he had been holed up in for more than three hours, said Carson City Sheriff Ken Furlong. Vallerio had escaped authorities at 4:39 p.m. after he was about to be served arrest warrants from the Carson City Sheriff's Office.

A SWAT team has been called Tuesday night after a man barricaded himself inside a home moments after he was served a warrant for his arrest, Carson City Sheriff Ken Furlong reports.

The man, who is reportedly suicidal, was served a warrant at 4:39 p.m. and took off running from deputies, where he then barricaded himself inside a home between Silver Sage and Roventini Way. It is unknown if the man is armed, Furlong said.

There were people inside the home when he went inside, though they have claimed not to know the man, Furlong said the man has been "associated with them." The suspect's mother has also arrived at the scene.

Since barricading himself inside the man has refused to come out of the home and measures have been taken to speak with the man Furlong said. With the SWAT team having been called and "I expect him to walk out soon."

The man is facing felony warrant arrests in California and misdemeanor warrants in Carson City. Furlong wasn't sure of the charges but said the man was to be arrested, took off briefly when police arrived and went inside the home.

As of 7:40 p.m. the man remained inside the home and was said to be on the phone.

A Carson City couple face multiple felony burglary charges after authorities found thousands of stolen items valued more than $300,000 inside their home. The discovery, according to Carson City Sheriff Ken Furlong, is likely the largest burglary ring foiled in at least 10 years.

Authorities on Dec. 11 arrested Timothy Sparacinio, 25, and Jeira Polanco, 24, both Carson City residents, who resided in the 200 block of David Street. Furlong noted the recovery is also the single largest in at least a decade, with recovered stolen computers and equipment, jewelry, skis, guitars, paintings, prints and other works of art.

The initial arrest was made by Parole and Probation who went to the home to serve warrants for probation violations. While at the residence the authorities made the discovery of what appeared to be stolen jewelry, art, iPads, antiques and fine China. A search warrant was issued and the items were recovered, Furlong said. The pair are being held without bail because of their parole violations.

The couple are believed to have burglarized homes dating back at least six months between Carson City and Douglas County. Because of the enormity of the items recovered and trying to match victims of burglaries with the items recovered the process is taking a long time.

"With this single case, it is literally expected to exceed $300,000 in items recovered with thousands of pieces discovered in the recovery," said Furlong. "The department is overwhelmed with labor to bring victims in to account for the property."

This one arrest could easily surpass 20 residential burglaries in Carson City and Douglas counties alone, he said.

Furlong said the Sheriff's Office has beefed up staffing to deal with the size and scope of the burglary arrests, calling it "highly labor intensive." He said the Sheriff's Office is working as rapidly as it can to contact victims, but that it is taking a long time to get the sheer amount of stolen items processed to release to the victims.

"We realize that many victims are waiting. We are working as diligently as we can, not only with the victims but with the District Attorney's Office," said Furlong. "In having viewed the full impact of this one significant break, we have pulled our officers from other positions to process evidence and to work with victims and will continue to do this through the holidays."

Carson City man jailed after throwing rocks, punching ATM machine

A 52-year-old Carson City man was arrested Monday after admitting to throwing rocks and punching an ATM machine causing about $13,000 in damage.

Russell James White faces a felony charge, destruction of property. He was arrested at 5:13 p.m. in the 1800 block of Camille.

According to the arrest report, officers responded to the Wells Fargo Bank in the 1500 block of East William in reference to destruction of an ATM machine.

The suspect had attempted to withdraw money from a drive-up ATM. The ATM machine retained the card, according to the arrest report. White, upset the card couldn't be retrieved, went into the bank causing a disturbance, the arrest report states.

He then went back to the ATM machine where he threw two rocks at the screen of the machine, and then hit it several times with his fist causing the machine to malfunction, the arrest report states.

The vandalism was witnessed by bank employees, who saw the man flee on a Honda Gold Wing motorcycle. The license plate number was established and the information was given to dispatch.

Deputies located White at his home along with the motorcycle. He admitted to throwing the rocks and hitting the machine with his fist out of frustration.

Estimated damage to the ATM: $13,000. White was taken to jail and booked on a charge of destruction of property. Bail: $5,000.

Carson City Sheriff's deputies have arrested the following persons for felony or gross misdemeanor allegations:

  • Garrett William Dayton Bowden, 20, a janitor from Carson City, for a gross misdemeanor statutory sexual seduction warrant in his name. Bail is set at $2,500.
  • Cynthia St. John, 38, a manager from Sparks, for third-offense DUI. St. John was also arrested for misdemeanor allegations of failure to maintain a single lane and improper turning. Bail is set at $10,000.

Officers also arrested the following individuals for misdemeanor allegations:

  • A 25-year-old Carson City man for a failure to appear traffic warrant in his name.
  • A 38-year-old Carson City woman for failure to maintain a single lane and DUI first offense.
  • A 42-year-old Mound House man for a failure to appear traffic warrant in his name.
  • A 19-year-old Carson City man for probation violation/criminal contempt and minor consumption of alcohol.
  • A 22-year-old Carson City man for a failure to appear traffic warrant in his name.
  • A 41-year-old Carson City man for a petit larceny warrant in his name.
  • A 26-year-old Carson City man for domestic battery.
  • A 20-year-old Reno man for minor consumption of alcohol, possession of drug paraphernalia, and possession of less than one ounce of marijuana.
  • A 41-year-old transient woman for contempt of court and violation of bail conditions.
  • A 21-year-old Carson City man for a loitering about a school warrant in his name.

All suspects are considered innocent until proven guilty.

Other incidents of interest:

  • Deputies responded to a call about a suspected homemade bomb just prior to 3 p.m. Tuesday afternoon, near the corner of Fairview and Brown streets. The object was a plastic two liter bottle with a melted cap.
  • There was a report of a discharged gun near the Old Globe Saloon on Curry Street at about 5 p.m. Wednesday evening. The incident was an accidental discharge. No one was injured.

Carson City man faces felony failure to appear charge for embezzlement matter

A 32-year-old man in custody at Carson City Jail on other criminal matters had a charge of felony warrant, failure to appear added to charges he faces.

Michael Paul LaClaire, was wanted by Sparks police for charges relating to a felony Class C ($650 to $3,500) embezzlement case, according to the arrest report.

The warrant for his arrest was issued Aug. 14, 2013 after failing to appear for a mandatory status conference. Bail amount for the charges set by Sparks Township Justice Court: $1,000 cash.

In other arrests:

– A 48-year-old Carson City man was arrested Wednesday, Aug. 28, at 10:15 a.m. in the 3000 block of Arrowhead Drive. He faces a misdemeanor charge of domestic battery.
According to the arrest report, officers responded to a Jeanell Drive address after a 911 caller hung up the phone. Officers established there had been a domestic battery at the residence and the suspect had fled the scene.

He was located in a vacant field off of Arrowhead Drive, cuffed and taken to jail. Bail: $3,137.

— A 19-year-old Carson City woman was arrested Wednesday, Aug. 28, 7:23 a.m. in the area of South Edmonds and DeAnn streets after officers stopped her doing 55 mph in a 35 mph zone. She faces a misdemeanor charge of contempt of court after deputies checked the woman for warrants.
A warrant for her arrest was issued out of Carson City Justice Court on Aug. 14, 2013 for failure to appear in court. Bail: $1,000.

— A 47-year-old Las Vegas man was taken into civil protective custody on Wednesday, Aug. 28 at 5 p.m. in the 1600 block of Medical Parkway. He was intoxicated and uncooperative as a hospital patient, according to the arrest report.

Those arrested and facing charges are innocent unless proven guilty in a court of law.

A Washoe Valley mechanic was arrested Tuesday night after he was found driving a vehicle with the wrong license plates.

According to the arrest report, Michael Francis Galloway, 56, was arrested in the 2300 block of Highway 50 East after a Carson City Sheriff's Office deputy ran the license plates of the 1992 Ford Explorer he was driving, and they came back registered to a 1993 Jaguar.

The deputy checked with the owner of the Explorer, who said Galloway rents a residence from him, and said he gave him permission to work on the vehicle a month ago, but never gave him permission to drive it anywhere. Galloway was arrested for felony grand larceny of a motor vehicle, driving on a suspended license with ficticious registration and with no proof of insurance (all misdemeanors), as well as for a misdemeanor contempt of court warrant. Bail was set at $26,918.

Nicholas Benton Schroeder, 33, was arrested Tuesday afternoon in the 3600 block of North Carson Street for misdemeanor petit larceny after allegedly being caught stealing beer from a store. He was also found to have a felony fugitive from justice warrant out of California. He was held without bail.

Michael Lee Stammer, 37, of Washoe Valley, was arrested Sept. 23 in the 3200 block of Market Street for misdemeanor petit larceny after allegedly being stopped with another person for leaving a store with a shopping cart of items they didn't pay for. Stammer was also held without bail on a felony parole and probation hold.

Kevin Patrick Mullen, 25, currently a resident of the Carson City Jail, was arrested for felony battery on a prisoner. He bail was set at $20,000.

A 55-year-old Carson City man was arrested Tuesday night in the 400 block of East Park Street for misdemeanor domestic battery (first offense) and misdemeanor ex-felon failure to register after allegedly striking his adult daughter multiple times in the face and body. His bail was set at $3,374.

A 26-year-old Reno man was arrested Tuesday morning in the 500 block of Sandstone for misdemeanor violation of protective order after allegedly following the mother of his child to a coffee shop and to her place of employment. His bail was set at $1,137.

A 24-year-old Carson City woman was arrested Monday night in the 200 block of Fleischmann Way for misdemeanor domestic battery after allegedly scratching her husband's face over a disagreement about changing her name. Bail was set at $3,137.

A 43-year-old transient was arrested Monday night in the 800 block of North Carson Street for domestic battery after witness reported seeing him strike a woman in the face. His bail was set at $3,137.

Carson City woman jailed on felony burglary warrant charge

A 37-year-old Carson City woman was arrested Thursday on suspicion of felony possession of a controlled substance and prescription drugs without a prescription, among other charges after she was stopped for driving without headlights.

Ginnie Lorraine Heidt also faces misdemeanor charges of not having a valid driver's license and possession of drug paraphernalia. She's being held in the Carson City Jail on $6,436 bail.

According to the arrest report Carson City Sheriff's Office deputies observed a Lexus driving northbound at 10:11 p.m. on Carson Street without headlights. The officer stopped the woman and could smell an odor of alcohol coming from her as she spoke. The officer asked the woman if she had been drinking and she said she had half of a shot from a glass.

The officer asked the woman if she would submit to a series of standard field sobriety tests. The woman asked the officer if it was really necessary and the officer said yes, according to the arrest report.

She was helped out of the vehicle where she could not completed the walk and turn or the one leg stand due to physical limitations, the arrest report states. She completed what she could do and then blew below a .08 on the preliminary breath test.

The officer asked the woman if she had taken any illegal drugs and the woman said "yes, no wait, two days ago," the arrest report states. The officer asked her if it was meth and the woman replied yes, the arrest report states. The officer asked if she would allow a K9 to search the vehicle.

The woman then asked the officer whether the dog would find drugs that once had been in car but aren't there anymore, the arrest report states. The officer said there is a possibility that the dog would still alert to the odor. The woman then said she would not consent to a search. The officer told the woman that he would do an exterior sniff of the vehicle with the dog and that if he were to alert, the officer would search the vehicle based on the dog's alert.

The woman again asked the officer if this was necessary and asked why he couldn't just let her go. The K9 began his sniff at the front of the vehicle and got to the driver's door and sniffed the lower driver door seam of the car then went up the open window of the vehicle and inhaled deeply. The dog, after sniffing, then sat, which is an indication that he had sniffed one of the 5 narcotic odors he is trained and certified on, the arrest report states.

The woman was asked if she had any drugs on her and she stated she didn't. The officer asked the woman if she would empty her pockets and she did. The woman emptied her left pocket and then her right. She pulled some money out of her left pocket and nothing out of her right, the arrest report states. She then put her money back in her left pocket and then kept reaching and shoving her hand into her right pocket, the report states.

The officer asked the woman to stop reaching in her pocket. She did not stop and the officer grabbed her right hand and pulled it away from her pocket. In her right front change pocket the officer saw a small baggie that was half in and half out of the pocket that contained a small amount of a white crystal substance, presumably methamphetamine, the arrest report states.

The woman was arrested at 10:35 p.m. on suspicion of meth possession. Deputies then conducted a search of the vehicle and the woman's purse where a clear plastic film container was found with a white crystal substance inside. A subsequent report was filed of what was found in her purse.

In other arrests:

A 36-year-old Carson City woman was arrested by the sheriff's office Special Enforcement Team on Thursday, 11:18 p.m. on a felony warrant charge of burglary.

Katrina Balzer, was also arrested on a misdemeanor warrant charge of contempt of court and possession of drug paraphernalia. A woman with Katrina faces misdemeanor charges of being in violation of pretrial supervision and possession of drug paraphernalia.

According to the arrest report, An SET deputy was patrolling eastbound on Highway 50 in the area of Airport Road when he observed a vehicle traveling eastbound turn without using a turn signal. The vehicle then did a U-turn, heading westbound without using a turn signal. A traffic stop was conducted.

As the vehicle stopped, the passenger, Balzer, hopped out of the vehicle and attempted to enter a casino. The officer told her she was not free to leave and to remain in the vehicle, which she complied and returned to the passenger seat, the arrest report states.

The driver was known by the officer because she had previous entanglements with the law, and he knew her to be on Alternative Sentencing. The officer collected their information and identification and ran their names through a records check for warrants. Balzer's information returned with a confirmed felony warrant, burglary, out of the Walker River Township Justice Court and a misdemeanor warrant out of Carson City Justice Court.

The driver of the vehicle was confirmed to be on Alternative Sentencing and had been in contact with officers the previous night where she had a preliminary breath test of .07. Alternative Sentencing advised to arrest the woman for being in violation of pretrial supervision for that incident.

The women were taken to Carson City Jail where the driver agreed to take a preliminary breath test that showed a .016 BAC. While searching her purse there was a silver tin that contained a silver straw appearing to contain narcotics residue. She was booked on suspicion of violation of pretrial supervision and drug paraphernalia, both misdemeanors. Bail: $4,137.

Balzer was booked for the felony burglary warrant and contempt of court warrant issued out of Carson City Justice Court. Bail: $37,137.
