Chad Russell Hunter, 40, is being held on $45,132 bail. He was arrested on Tuesday at around 8:30 p.m. at the Warren Inn.

According to a Carson City Sheriff's Office arrest, officers responded to the Warren Inn after a domestic dispute call. When deputies arrived the victim opened the door and officers saw that she was bleeding, bruised with her eye swollen nearly shut and blood coming from her nostril, according to the arrest report.

Hunter was in the room and taken outside by deputies, while officers interviewed the woman. She was asked who beat her up and "she slowly looked over at the man and pointed at him and said 'he did it,'" according to the arrest report.

As a deputy entered the room he found an abundance of blood stains on the carpet near the foot of the bed, and a towel with blood on it. Officers called for an ambulance and while they waited, the man was searched. Deputies found a blood stain on the tip of the man's left shoe and blood on his left sock. Deputies took photos of this and blood on the the man's shirt and shorts, palms and left index finger. He was then put into the back of the patrol car and booked.

A deputy who went to the hospital with the woman told him that the fight began after Hunter accused her of flirting with a tenant in the building. According to the arrest report, the victim stated that Hunter began to beat her as she sat in a chair, knocking her to the ground where punched and kicked her "over and over."

The officer advised the woman also had cracked teeth and a possible skull fracture and she had to be transported to intensive care in Reno. Hunter made statements that he did not hurt the woman in any way. A criminal history showed a domestic violence conviction in 2005.

California wardens break up deer poaching ring

By the California Department of Fish and Game
California game wardens served two search warrants on members of a deer poaching ring early Thursday, resulting in the arrest of three Stockton men.

The wardens arrested Thongseuth Khounchanh, 58, Ti Sila, 51, and Bounleuna Sysenglath, 59, as they returned from an all-night poaching trip in El Dorado County.

The men were charged with killing deer and selling deer meat for profit.

“It took intensive effort from wardens to stop this poaching operation,” said California Department of Fish and Game (DFG) Assistant Chief Tony Warrington. “Wardens from all over the Sacramento and San Joaquin valleys, including wardens from our Special Operations Unit, the Delta-Bay Enhanced Enforcement Program, the air services unit and our K-9 unit, worked together to make this case.”

On May 26, 2011, an anonymous caller to the DFG CalTIP hotline reported suspected deer poaching activity involving Khounchanh, Sila and Sysenglath. Local Wardens Todd Estrada and Raul Lomeli immediately followed up on the tip and realized it led to a much larger case involving the illegal commercialization and selling of poached wildlife for profit.

Wardens conducted an extensive investigation that revealed the suspects made multiple illegal poaching trips each week.

The deer meat was sold as fast as they could get it.

The three poachers illegally used lights to help identify the deer in the darkness before using a .22 caliber rifle to make the kill. The deer were processed in the field and the meat was transported to the men’s homes in Stockton, where it was then sold to an established network of buyers.

Wardens used all available resources to make observations and collect evidence in this case, including warden K-9s that worked with their handlers to search for deer parts, spent bullet casings and other trace evidence.
K-9 teams located parts of several freshly killed deer, including evidence that would likely have been missed otherwise, at multiple locations throughout El Dorado County.

On June 22, with three arrest warrants and two search warrants in hand, wardens waited for the poachers to start home from another all-night poaching trip. All three men were arrested without incident during a vehicle stop. The vehicle and all contents were seized as evidence and will be processed by wardens and the DFG Wildlife Forensics Lab.

Wardens also served two search warrants on the subjects’ homes, and conducted more than 20 follow-up interviews with people suspected of purchasing deer meat from the suspects.

Evidence collected at the houses will undergo DNA analysis to find matches with evidence found in El Dorado County.

All three men were booked into El Dorado County Jail on charges of felony conspiracy and commercialization of deer. Khounchanh, a prior felon, will also face further felony charges of illegal firearm possession.

Selling any deer meat in California, whether it was taken legally under a recreational hunting license or killed illegally, is a crime.

DFG encourages all Californians to report wildlife crimes to the CalTIP hotline at 1-888-334-2258 (DFG-CALTIP).

One suspect is in custody today and faces a charge of felony eluding in Monday's residential burglary on Roundup Road in Carson City that resulted in a vehicle chase and search for the suspect, said Carson City Sheriff Ken Furlong.

Brandon Peart, 32, of Carson City was booked into jail with bail at $25,000. The resident of the address had reported walking into the home and discovering the burglary in progress. According to the initial report, the suspect threatened the resident with bodily harm before fleeing the area and taking guns with him.

As a result of accurate and rapid witness information, including a description of the suspect’s vehicle, Carson City Sheriff’s deputies located a vehicle matching the description approximately 7 minutes after the initial report, said Furlong.

When they attempted to stop the suspect vehicle, a high speed chase ensued into southeastern Carson City along the Carson River. The driver of the vehicle being chased lost control of the car near the 6000 block of Rio Vista. After a foot pursuit covering well over one mile across a valley and up a mountain side, visual contact with the suspect was lost in the dark.

Deputies from Carson City, Douglas County, Washoe County RAVEN, and NHP scoured the area throughout the night but were unable to locate the suspect.

Shortly before 2 p.m. today, a concerned resident near the 4300 block Golden Eagle reported a suspicious man in the area. Responding officers and detectives still in the area, located and detained Peart. He was interviewed by detectives, but provided no information. The vehicle involved in the pursuit has been identified as being registered to Peart's mother who lives in Carson City.

The burglary incident, along with a second burglary reported at the 4000 block of Quinn Road, remain under investigation.

While the burglary investigation remains open, the Carson City Sheriff’s Office has no reason to believe there is any on-going threat to the area residents. Both the vehicle driven by Peart, and the contents are being evaluated for connections to the reported burglary offenses.

A Carson City man wanted on three felony bail warrants was rousted from the top shelf of a bedroom closet where he was hiding and arrested while his girlfriend faces a charge of harboring a fugitive.

Nicholas Erin Morrow, 24, faces the bail warrant charges and a misdemeanor charge of obstructing following the arrest. Because he was a fugitive he is being held without bail. Meanwhile Chelsea Mann, 21, is being held on $7,500 bail for the felony harboring charge.

According to the arrest report, officers with the Special Enforcement Team went a an Edmonds Drive apartment that belongs to Mann on Friday night to serve the warrants issued from Carson City District Court.

When officers walked up to the window next to the front door, the blinds were shut but a television turned on could be seen through a crack in the window. When officers knocked and waited for the door to open a television switched to a grey screen and a light inside the home was turned on with Mann walking back and forth inside holding a cell phone, according to the arrest report.

Officers continued knocking on the door for several minutes and no one answered. Because Mann had been placed previously on alternative sentencing, an AS officer was dispatched to the home where he knocked on the front door for several minutes before kicking it open, the report stated.

Officers went inside the apartment, announced who they were, and within a few minutes Mann walked out from a bedroom. She told officers that Morrow was hiding in the apartment and that told her not to open the door, the arrest report stated.

Officers continued to announce themselves and ordered Morrow to come out from hiding. He did not. A K-9 was brought into the home, where the dog searched the apartment. Deputies, with the aid of the dog, found Morrow laying on the top shelf of closet inside a bedroom. He was arrested without incident and taken to jail.

An unemployed Carson City was arrested after allegedly locking his girlfriend up in his apartment while he used the woman's disability money to drink and gamble at a local bar.

Steve Rutherford, 57, was arrested Wednesday and faces felony fraud and gross misdemeanor false imprisonment charges. Bail has been set at $10,000.

Officers were called to the 400 block of East Long Street to check on the welfare of a woman whose daughter had growing safety concerns. Rutherford wouldn't allow the daughter to speak to her mother, according to the arrest report made by Carson City deputies.

Deputies arrived to the apartment and checked on the woman, discovering that the front and back doors of the home were locked from the outside with padlocks making it impossible for anyone inside to exit the home.

Officers knocked on the door and the woman who was the subject of the safety and welfare check walked to the window and spoke with officers through the window, unable to open it because all the windows in the home were nailed shut, stating she was locked inside.

Bolt cutters were used to make entry into the apartment and the woman appeared to be in good health and declined any medical attention. When she was asked about the doors and windows, she said that Rutherford regularly locks her in the home whenever he goes out drinking and gambling, according to the arrest report.

Furthermore, she told authorities that Rutherford takes her disability credit card and, for the past four months, has taken out $1,000 a month out of her checks, which amount to $1,052 a month.

Rutherford was not at the home and the woman declined to leave, saying she would be OK as long as the locks were off the doors. The locks were cut off and booked as evidence. Deputies photographed the doors and placement of the locks. Deputies cleared the home and then went looking for Rutherford.

Meanwhile the daughter who originally called authorities because she was concerned for her mother was told of the situation. She said she had the authoritity to track down how much money had been withdrawn and where Rutherford was spending her mother's disability money. After checking, there had been a $500 cash withdrawal from Mustang Sally's Bar and Grill about an hour prior to the dispatch call.

Officers went to Mustang Sally's Bar and Grill to look for Rutherford. The daughter informed officers that Rutherford returned to his apartment and called her, asking about the missing locks. Deputies met with Rutherford and questioned him about the locks on the doors, if he was responsible and why he did it. Rutherford said he had gone out to get food and didn't want the woman to leave for her own good and safety, according to the report.

Deputies asked Rutherford if he had the key to the lock in his pocket and the man said he did. He was placed under arrest for false imprisonment and fraud. As officers were taking items out of Rutherford's pockets to search for weapons, they found the woman's bank card and her driver's license on him. He also had $490 in his pocket he said he took out for the woman.

After taking him into custody, officers returned to get a statement from the woman but the woman had apparently hit her head, injuring herself and was taken to the hospital.

A 44-year-old Chester, Calif., woman was arrested and faces a felony charge of giving Carson City officers false identification to avoid prosecution after being stopped in a vehicle in which the driver was seen throwing something out the window.

Patricia Michelle Scott, a passenger in the vehicle, was arrested March 6 after the vehicle she was in was stopped near the southbound on ramp of I-580 at 5:11 p.m.

The driver of the vehicle, a 41-year-old Carson City woman, faces misdemeanor charges including driving with a revoked license because of DUI, having a fictitious vehicle registration and littering.

According to the arrest report, Carson City sheriff's patrol officers observed the driver a white 1999 Volkswagen Jetta throw something out the window on the roadway. Officers conducted a registration check and learned the license plates came back to a 1999 Pontiac and not the Volkswagen. Officers stopped the vehicle and spoke with the driver and passenger Scott, who identified herself as "Lisa" Scott. When asked what her birthday was, she told the officer she was born in 1966 but stated she was 44 years old, the report states.

Officers conducted a records check of everyone in the vehicle, including two in the backseat. Officers learned that the driver of the vehicle was driving and shouldn't have been because her license had been revoked for DUI, the arrest report states. Officers identified Scott because of a photograph in a data base in which she had two warrants issued for her arrest.
