Carson City authorities made four driving under the influence-related arrests and responded to a number of fights and domestic violence disputes overnight and into the early New Year's morning.

Revelry remained relatively calm until after midnight where deputies responded to a number of fights at various locations around town, said Carson City Patrol Captain Tom Crawford. There were no significant traffic issues or accidents, he added.

Officers responded to Carson-Tahoe Hospital after being called by staff regarding a stabbing that happened in Lyon County. Lyon County authorities are investigating the incident.

Of the DUI arrests, all were misdemeanor offenses and happened between the hours of 7 p.m. and 2 a.m. The Nevada Highway Patrol reported 14 DUI arrests in Northern Nevada from 7 p.m., Friday to 7 a.m. this morning, with two of the arrests being in Carson City.

Officers responded to three domestic violence calls and made three arrests, two of which were felonies.

A Carson City man faces a felony domestic battery charge after he allegedly punched his girlfriend in the temple with a closed fist, knocking her unconscious.

Paul Lawrence Johnson Jr., 19, is being held on $13,000 bail after being arrested at about 7:10 on Friday in the neighborhood of Menlo and Ashby Court.

According to the arrest report, Johnson allegedly struck his girlfriend of six years, once in the right temple with his fist, "rendering her unconscious" the arrest report stated.

Johnson was located at Menlo and Ashby and taken into custody at which time a warrant for domestic battery was discovered. Johnson has two prior domestic violence calls on record.

In other arrests:

— Anthony Eugene Woolery, 42, of Silver Springs was arrested and faces a charge of second offense domestic battery after allegedly punching his girlfriend in the stomach.

According to the arrest report, officers were dispatched to the 3700 block of Woodside at about 8 p.m. on Friday.

Authorities detained Woolery who was walking north on Woodside. As a deputy was getting out of his patrol unit, a second deputy told Woolery to keep his hands out of his pockets.

Woolery was placed into handcuffs and, on his own, began talking about the fight, the arrest report stated. He said that it was "bull****" and that he "didn't touch her and whatever she is saying is bull****," according to the arrest report.

Officers then went to the Woodside Drive address and spoke with the victim who said Woolery had come home from and a meeting and told her that he needed to go to Silver Springs to get his clothes and luggage.

The victim said she advised him not to break probation and told him that she wouldn't lie to a judge. When the victim began to write to the judge on her laptop, Woolery allegedly punched the back of her computer breaking the LCD screen, according to the arrest report.

The woman said that she and Woolery started to yell at each other and then she asked Woolery to leave. The woman said that she had been standing in front of her dresser, again asking him to leave. She said she got punched in her stomach three times knocking her into the dresser, hitting her back on the TV and VCR, the report stated.

The woman said that two children came into the room and Woolery got a few items and left the house. The woman didn't have any marks on her and she did complete a statement, according to the arrest report.
Woolery is being held on $8,000 bond.

— A Carson City woman faces misdemeanor charges of domestic battery, obstructing and resisting arrest with violence after she was arrested at about 1:30 this morning in the 3800 block of Carson Street.

According to the arrest report, officers were called after a casino security staff member advised the woman hit a man and then attempted to hit a casino floor manager.

The victim told authorities he was with his ex-girlfriend and that they got into an argument in the parking garage. The victim, who had observable injuries to his head and neck, said the woman grabbed his hair and hit him in the head, according to the arrest report.

The woman was arrested, handcuffed and taken into custody. Because the woman was severely intoxicated and emotionally unbalanced, an interview with her could not be conducted, the arrest report stated.

Instead, officers placed her into handcuffs, where her behavior became "unsavory and her demeanor unruly" the report stated. She was escorted to a patrol vehicle where she physically fought with deputies and spit on them.

The woman was transported to the hospital where she was checked and then taken to jail. While in jail she was uncooperative, fought with jail deputies and didn't comply with instructions. She was booked on the misdemeanor charges.

Woman sentenced to prison in exploitation case

Liane Anderson, of Carson City, was sentenced on Tuesday to 40 to 102 months in prison following her conviction for felony Obtaining Money by False Pretenses and Fraudulent Use of a Credit Card.

Anderson, 45, admitted to accessing the bank account and credit cards of her 83 year old mother, Amy Anderson, also of Carson City, and making numerous unauthorized purchases, withdrawals, and cash advances. Police reports indicate that, for a period of more than one year, Liane Anderson accessed her mother’s account and credit cards to buy gifts on Amazon.com, for cosmetic injections, and to post bail for a methamphetamine dealer in jail in Carson City. She also applied for credit cards using her mother’s name. The total loss was estimated to exceed $50,000.

District Court Judge James Wilson sentenced Anderson to a maximum term of 28 to 72 months for the crime of Obtaining Money under False Pretenses and to a consecutive term of 12 to 30 months for the crime of Fraudulent Use of a Credit Card. Anderson must serve a minimum of 40 months before parole eligibility. She was also ordered to reimburse $20,000 in restitution.

District Attorney Neil Rombardo applauded the sentence, stating, “Older members of our community are being targeted more frequently than ever for financial victimization, often by members of their own family. This type of financial exploitation has an everlasting impact on these victims, who will likely never recover from the loss inflicted on them. This sentence sends a message to all that we will prosecute vigorously all cases involving exploitation of the elderly and we will seek long prison terms.”

Amy Anderson was unable to attend the sentencing hearing, but the victim’s son, Gregg Anderson, traveled from California to ask Judge James Wilson to punish the defendant, his sister, as severely as possible. In a letter he read in court, Mr. Anderson said, “It was incomprehensible to me that Liane could do this to our mother. My wife and I have tried to help Liane out in so many ways. In every instance, Liane took advantage of anything that we had to offer.”

Anderson pled guilty to the charges on January 17, 2012. At sentencing, she blamed her actions on methamphetamine addiction. She told the Judge she did not want to be placed on probation, asking for a minimum prison term.

In 2010, District Attorney Rombardo established the SAVE Program, or Stop Abuse of the Vulnerable and Elderly, as a resource for senior citizens and their families in the prevention, investigation, and prosecution of elder crimes. Anyone who believes that they or a family member may be the victim elder abuse, neglect, or exploitation is encouraged to contact the District Attorney’s Office at (775) 887-2072.

Carson City sheriff's deputies made two DUI related arrests Wednesday that involved the suspects leaving the scene of accidents. A 33-year-old Carson City man was arrested at 7:27 p.m. in the 1600 block of Brown Street and faces three misdemeanor traffic charges, including DUI and leaving the scene.

Officers were dispatched to the area for a non-injury accident. It was reported that one of the driver's involved was walking north on Brown Street. An officer made contact with the suspect and noticed the man had alcohol on his breath, red eyes and slurred speech. The man initially told the officer that he was involved in the accident and only began to drink after the accident, the arrest report states.

A background check revealed the man had a suspended driver's license. He was asked if he would submit to a field sobriety test and the man declined, stating he was driving drunk and that he wanted to be taken to jail.

Once at jail he became uncooperative, the arrest report states. A phlebotomist was called and two vials of blood were taken. The man was booked for DUI, driving on a suspended license and leaving the scene of an accident. Bail: $2,396.

Meanwhile, a 73-year-old Carson City man faces misdemeanor charges of driving under the influence and hit and run causing property damage. Officers arrested the man on Wednesday, 5:15 p.m. in the area of Bryan Circle following a crash on Russell Way witnessed by an off-duty deputy. The man was seen driving a Buick, crashing into a fence and then leaving the scene.

The off-duty officer said the man, with a long white beard and white hair, crashed into a fence in the 1800 block of Russell and then sped up to approximately 80 mph in the posted 35 mph to flee the scene. The man then arrived at the Bryan Circle address and got out of the vehicle with two dogs, according to the off-duty officer in the arrest report.

Arresting officers went to the home and made contact with the man who initially said he had been home all day. Officers could smell a slight odor of alcohol and noted the man had slurred speech and red watery eyes. The man then advised that he had just returned home from picking up his two dogs and that prior to picking up the dogs he stopped and had a few beers and a few shots, the arrest report states.

The arresting officer asked the man if he would perform some standardized field sobriety tests to determine whether or not he was impaired. The man told the officer that he had been drinking but didn't want to take the tests.

He also asked the officer: "What will happen if I do not take the tests," according to the arrest report. The arresting officer told the man that he likely would be placed into custody for hit and run and suspicion of driving under the influence of alcohol.

The man told the officer that he did not want to go to jail and would try the tests, the arrest report says.

During the question portion of the field sobriety tests, the man advised the officer that his last drink of alcohol was at 4:30 p.m. at a bar. He also said he consumed two 20-ounce cans of Budweiser and had two shots of Old Crow, the report states.

During the horizontal gaze nystagmus test, the officer observed a lack of smooth pursuit in both eyes; a distinct nystagmus at maximum deviation in both eyes and nystagmus onset in both eyes prior to a 45-degree angle, the report states.

The officer then explained the walk and turn test in which the man advised that he would not be able to perform the test due to his age, the report states. The officer then explained and demonstrated the one leg stand test which the man attempted several times but was unable to maintain his balance.

The officer stopped the test for the man's safety in which the man replied: "I can't do that when I'm sober," the arrest report states. Bail: $1,764.

UPDATE: A 74-year-old woman has been arrested and faces felony and misdemeanor charges after allegedly driving drunk and ramming her car into Northern Nevada Coin late Thursday afternoon in Minden, a Douglas County sheriff's sergeant said.

Cheryl Smith, 74, of Minden was booked into Douglas County Jail on suspicion of driving under the influence, assault with a deadly weapon and felony destruction of property. Bail was posted Friday morning at $31,509.

At approximately 4:30 p.m. Thursday, The Douglas County Sheriff’s Office and the East Fork Fire and Paramedic District were called to the coin store located at 1621 Hwy 395.

Initial reports indicated that the incident could be an armed takeover of the gold and coin store. This turned out to be false. The motive is unclear, however, Smith allegedly used her white Pontiac Grand Am to ram her way into the building, said Douglas County Sheriff's Office Sgt. Pat Brooks.

Witnesses stated that Smith hit the building approximately three times before breaching the brick building and driving her vehicle into the center of the store. The wall collapsed as the vehicle entered the building, preventing her from backing out of the store.

At the time of the incident, approximately six employees of the gold and coin store were inside the building. No one was injured during this incident; however Smith was transported to the medical center for evaluation.

The extent of damage to the building is substantial and the cost to repair the building is unknown at this time.

Long-Term Costs To State Could Outweigh Budget Savings In Mental Health Funding

By Andrew Doughman / Nevada News Bureau
CARSON CITY – The state may save more money by spending rather than cutting.
Advocates for mental health funding advanced that seemingly nonsensical argument in a plea to save the state’s mental health courts, which are designed to rehabilitate mentally-ill criminal offenders.

Gov. Brian Sandoval’s budget outlines about $100 million in cuts to the state’s Mental Health and Developmental Services Division, cuts that are supposed to save money and help balance the state’s budget.

At a legislative subcommittee hearing, advocates for the courts said that closing them would lead to more crime, increases in homelessness and overcrowding in jails and hospitals as mentally-ill people go untreated on the streets.
The courts handle cases of mentally-ill people who have committed felonies and oftentimes have a substance abuse problem. Judges mandate that they treat their illnesses and attend to drug or alcohol addictions in a safe living environment provided by the state.
All of this is supposed to reduce the chance that people might fall back into their old ways.
“The people who are in [the system] trust us,” said Judge Peter Breen, who serves in the Mental Health Courts and testified in support of the courts. “They know we are going to deliver on services, medicine, improve the safety of their lives and help them get better.”

In his budget, Sandoval has pushed the $7.4 million funding responsibility for the mental health courts onto the Clark County, Washoe County and Carson City governments. The cash-strapped counties then decide whether to fund or eliminate the specialty courts.
Breen said that shifting the funding burden onto the counties would be a “death sentence for our mental health courts” because many counties are already starved for revenue.
Since 2003, the mental health courts have “graduated” hundreds of people. The courts are also one of the few Nevada programs that serve as models for other states to copy.

In some cases, the program does appear effective.
Kathleen O’Leary, chief deputy public defender for Washoe County, said that the county has tracked 106 people through its mental health courts.
Together they had accumulated 5,011 days in jail prior to entering the court system. After leaving the state’s programs, that number dropped to 295 days, she said.
The Washoe County Sheriff’s Office estimates that it costs the county about $126 per day to house someone in jail.
That means the 106 mentally-ill offenders cost the state a total of $631,386 in the time they spent in jail before entering the mental health courts and $37,170 after exiting the program.
Supporters say there are more intangible savings that offset the cost of the court’s services: Less homelessness, less crowding at hospital emergency rooms and less crime.
Should the courts go away, mentally-ill people charged with felony offenses could go the more traditional route and serve prison sentences.
That, however, would also cost the state money. The Nevada Department of Corrections estimates it costs about $68 per day or $24,820 per year to house an inmate in one of the state’s prisons.
If the courts were eliminated, mentally-ill people would still have state programs available to them.
“All of the people are eligible for services anyway,” said Sen. Sheila Leslie, D-Reno, who is an advocate for funding mental health. “The mental health cost stays the same.”
Mike Willden, director of the Department of Health and Human Services, said that mentally-ill people could receive services, but these would be generic services unlike the targeted, specific care provided through the mental health courts.
Plus, these generic programs are also slated to have their funding cut in the upcoming biennium, he said.
When it comes to the cost, $7.4 million isn’t that much money in a $5.8 billion budget. But the complexities of even this tiny slice of the budget suggest that balancing the state’s ledger isn’t as zero sum game of  saving this program and cutting that one.
The budget games begin Feb. 7 when the Legislature convenes for the first day of its 120-day session.
