A 23-year-old Mound House woman was arrested Saturday on a gross misdemeanor charge of battery on a peace officer after allegedly spitting and kicking a deputy in the chest while intoxicated at the hospital, a Carson City sheriff’s deputy said.

According to the arrest report, deputies and the Carson City Fire Department were called to a bar in the 2400 block of Highway 50 East at 8:58 p.m. regarding an intoxicated woman. Officers made contact with bar patrons who stated they had found the woman outside the bar severely intoxicated.

A deputy identified the woman through her driver’s license. The woman refused to answer questions and spoke with slurred speech. The fire department took the woman to Carson Tahoe Regional Medical Center and the officer followed because the woman had become combative, the arrest report states.

At the hospital the woman refused to answer questions and began calling the deputy derogatory names. The deputy made several attempts to retrieve information for a family member to come and pick her up. Instead the woman became belligerent and had to be handcuffed to the bed at the doctor’s request, according to the arrest report.
The woman then began to bang her head on the side railing of the hospital bed and kicked a nurse in the chest. The nurse declined to press charges.

The suspect continued kicking, banging on the railing and then began spitting at nurses and the deputy. The deputy attempted to control the woman and was kicked twice in the chest. She was medically discharged and taken into custody at 10:21 p.m. for battery on a police officer. Bail: $2,500.

Officers found a television shattered on the floor along with multiple other items thrown around the house. The victim and three others were inside attempting to clean up the mess.

The officer asked the victim to explain what happened. The victim stated a group of friends were at the home drinking and that the suspect “drank far too much” and began yelling. A man who had reportedly flashed a gun and a knife at patrons inside a Carson City bar led authorities on a chase early this morning into Lyon County. It ended with the suspect being tasered and detained at about 1:45 a.m.

The pursuit began at about 1:10 a.m. in the 3500 block of Highway 50 East and continued to State Route 341 in Lyon County. That's when Lyon authorities picked up the pursuit of the suspect's vehicle, reportedly a white Ford van. The suspect finally came to a stop but then initially refused to get out of the vehicle. Traffic on the highway was stopped in both directions as officers began to negotiate with the man, who was reportedly suicidal.

For several minutes the suspect had declined to cooperate with authorities and would not put his hands in view of officers. The situation came to an end when the man was hit with a taser, detained and placed into custody.

While the initial pursuit began in Carson City, Lyon County authorities picked it up just past Mound House after the suspect crossed the county line. As Lyon County was notified, Carson City authorities de-activated its part of the pursuit, while Lyon County patrol officers continued with it as it went into Six Mile Canyon and past Iron Mountain, according to police scanner traffic.

At least one Carson City patrol officer did follow about one-half mile distance length behind Lyon County sheriff's officers and was at the scene during the brief standoff with Lyon authorities.

The pursuit, considered mostly low-speed through the Carson City limits, picked up through Lyon County ranging between 70 to 80 mph, according to scanner traffic. The suspect was apparently unable to maintain lanes during the Carson City part of the pursuit, failing to yield to traffic and going through stop signs and lights.

It was the second vehicle chase involving Carson City authorities in an eight-hour stretch. Officers on Wednesday arrested a Carson City woman after a brief pursuit. The woman, Laurie Ann Hancock of Carson City, who had four felony arrest warrants, crashed a car in the area of Northridge and Roop streets at around 5:30 p.m. She was taken to the hospital and then to jail.

An unemployed Carson City was arrested after allegedly locking his girlfriend up in his apartment while he used the woman's disability money to drink and gamble at a local bar.

Steve Rutherford, 57, was arrested Wednesday and faces felony fraud and gross misdemeanor false imprisonment charges. Bail has been set at $10,000.

Officers were called to the 400 block of East Long Street to check on the welfare of a woman whose daughter had growing safety concerns. Rutherford wouldn't allow the daughter to speak to her mother, according to the arrest report made by Carson City deputies.

Deputies arrived to the apartment and checked on the woman, discovering that the front and back doors of the home were locked from the outside with padlocks making it impossible for anyone inside to exit the home.

Officers knocked on the door and the woman who was the subject of the safety and welfare check walked to the window and spoke with officers through the window, unable to open it because all the windows in the home were nailed shut, stating she was locked inside.

Bolt cutters were used to make entry into the apartment and the woman appeared to be in good health and declined any medical attention. When she was asked about the doors and windows, she said that Rutherford regularly locks her in the home whenever he goes out drinking and gambling, according to the arrest report.

Furthermore, she told authorities that Rutherford takes her disability credit card and, for the past four months, has taken out $1,000 a month out of her checks, which amount to $1,052 a month.

Rutherford was not at the home and the woman declined to leave, saying she would be OK as long as the locks were off the doors. The locks were cut off and booked as evidence. Deputies photographed the doors and placement of the locks. Deputies cleared the home and then went looking for Rutherford.

Meanwhile the daughter who originally called authorities because she was concerned for her mother was told of the situation. She said she had the authoritity to track down how much money had been withdrawn and where Rutherford was spending her mother's disability money. After checking, there had been a $500 cash withdrawal from Mustang Sally's Bar and Grill about an hour prior to the dispatch call.

Officers went to Mustang Sally's Bar and Grill to look for Rutherford. The daughter informed officers that Rutherford returned to his apartment and called her, asking about the missing locks. Deputies met with Rutherford and questioned him about the locks on the doors, if he was responsible and why he did it. Rutherford said he had gone out to get food and didn't want the woman to leave for her own good and safety, according to the report.

Deputies asked Rutherford if he had the key to the lock in his pocket and the man said he did. He was placed under arrest for false imprisonment and fraud. As officers were taking items out of Rutherford's pockets to search for weapons, they found the woman's bank card and her driver's license on him. He also had $490 in his pocket he said he took out for the woman.

After taking him into custody, officers returned to get a statement from the woman but the woman had apparently hit her head, injuring herself and was taken to the hospital.

A 23-year-old transient was arrested Saturday and faces several charges including warrants for felony robbery, fraudulent use of a credit card, and uttering a fictitious bill.

Christopher Hugh Trappe, was arrested at North Carson and William streets at about 11:25 p.m.
According to the arrest report, deputies working with the Tri-County Gang Unit were dispatched to look for a four-door sedan with unknown Nevada license plates occupied by two men with shaved heads who left the area of Russell Way and Long street, displaying a "red rag" which is used to provoke gang activity.

Deputies located the suspect vehicle, an Oldsmobile, in the area of 600 Hot Springs Road and the two subjects with shaved heads as described by dispatch. Additionally, the Oldsmobile had multiple items hanging from the rear view mirror, obstructing the driver's view, according to the arrest report.

At 11:25 p.m. deputies stopped the vehicle at the corner of Carson and William streets. Deputies contacted the driver, and seated next to them in the passenger seat was a white male with a shaved head that fit the description by dispatch, according to the arrest report.

Due to the fact that the male subject matched the description, a deputy knocked on the passenger window of the Oldsmobile and asked the man for identification. Trappe ignored the request, according to the arrest report, and the deputy requested him to step out of the vehicle.

As Trappe stepped from the vehicle, the arresting deputy asked for identification. Trappe stated he did not have any identification in his possession, according to the arrest report. The deputy then requested Trappe to walk to the rear of the Oldsmobile with his hands at his side. Once at the rear of the Oldsmobile, the deputy conducted a pat search of the man for weapons.

In the man's pocket near the bottom of his left leg, the officer found a meth pipe, with residue, according to the arrest report. Also located on the subject was a hypodermic needle in the left breast pocket, according to the report.

Once Trappe was in handcuffs, the man told officers his name was "John Smith" and provided a Social Security number and date of birth. There was no match of such a person in the data base, according to the arrest report.

Deputies spoke with the man again, who then gave them the name of "Christopher Tarp" with the same date of birth and Social Security number as he had given before. There was still no match through dispatch. Due to the fact that the information the man provided was not consistent, a charge of obstructing was added to the charges of possession of drug paraphernalia and possession of a hypodermic device.

Once at the Carson City jail, the man provided deputies with his true identity. Trappe currently has two outstanding warrants out of Carson City for alleged robbery, with a $50,000 bail warrant and alleged fraudulent use of a credit card, with a $15,000 bail warrant.
