Three suspects were arrested Friday afternoon on felony possession of methamphetamine, according to reports by Carson City Sheriff's deputies, following routine traffic stops.
In the first incident, transients Norman Dean Davis, 49, and 34 year-old Seth Edmund Kemper were taken into custody at 3:16 p.m. Friday in the area of Fall and David streets after the Mitsubishi SUV Davis drove was stopped for not signaling a turn, the arrest report said.
The suspect vehicle failed to initially stop for the patrol unit and drove quickly away, again making turns without signaling.
Eventually, the Sheriff's deputy caught up with the suspect vehicle and successfully performed a traffic stop. Contact was made with the driver, Davis, and a records check on him revealed he was on probation out of California with no drugs or alcohol conditions.
The passenger was identified as Kemper, who stated to law enforcement that he had been cited the night before for possession of a methamphetamine pipe. He permitted the deputy to retrieve his identification from a backpack inside the vehicle.
A marijuana baggie was seen inside the backpack and an open vodka bottle containing about 1/3 of its contents was also located in plain view of the officer on the passenger seat floorboard, the report said.
A K9 officer was employed to conduct an exterior free-air sniff of the vehicle and a positive alert was made, the report said.
A subsequent vehicle search a baggie containing one-half a gram of suspected methamphetamine, the report said.
Both men were handcuffed. They denied possession or knowledge of the meth. However, Kemper admitted to recent meth use.
In addition to felony possession of controlled substances charges, Davis was charged with a host of misdemeanor violations, including possession of drug paraphernalia, open container of alcohol and no proof of automobile insurance, the report said.
Kemper was charged with misdemeanor drug paraphernalia possession along with felony meth possession.
The suspects were transported to the Carson City Jail for booking. Bail: $2,500 each.
In other arrests:
— In a second felony drug arrest, 58 year-old Charles Michael Hakala of Silver Springs was taken into custody for possession of methampetamine and misdemeanor drug paraphernalia possession at 4:55 p.m. in the area of Gold Dust West Way and East William Street following a traffic stop, a Carson City Sheriff's deputy reported.
According to the report, Hakala was observed driving a pickup truck with a broken windshield covering the driver's view. A traffic stop was made and the deputy made contact with the driver, who smelled of alcohol.
Hakala denied drinking, reporting that his girlfriend had spilled beer inside the truck. He was asked to blow into the officer's hand and complied. The alcoholic odor was still present.
At that point, Hakala changed his story and reported he had consumed a beer during lunch. He consented to field sobriety testing (FST) and as he opened the driver's side door to participate, an open container of beer was seen on the floorboard, the report said.
A K9 officer conducted an exterior sniff of the vehicle, resulting in a positive alert. In a subsequent vehicle search, a tooter straw was located with residue on it. It was field tested and returned presumptive positive for meth.
Hakala was handcuffed at that point and transported to the Carson City Jail for booking. Bail: $2,500.
— A 63 year-old Dayton man was arrested Friday afternoon at 1:56 p.m. in the area of Russell Way and U.S. Highway 50 East on misdemeanor driving under the influence (DUI), driving without a valid license, no proof of insurance, and use of fictitious registration, a Carson City Sheriff's deputy reported.
According to the report, a traffic stop was made on a suspect vehicle bearing expired plates but a valid sticker until 2019.
The driver reported to the deputy that an acquaintance gave him the yellow registration sticker after she was issued two of them. He also did not have a valid driver's license and no proof of automobile insurance, the report said.
The deputy observed a strong odor of alcohol coming from the suspect driver, who reported he consumed one beer during lunch. He also reported that he smokes marijuana.
A records check on the suspect showed a revoked driver's license, the report said.
The suspect consented to FSTs, two of the four tests of which showed signs of impairment.
He was handcuffed at that point placed in the patrol unit while a vehicle inventory found marijuana and related paraphernalia. The suspect was transported to the Carson City Jail for booking. Bail: $1,000.
— A 35 year-old Carson City man was arrested Friday morning at 8:27 a.m. in the 1600 block of Wendy Lane on an outstanding misdemeanor contempt of court warrant issued out of the Carson City Justice Court, a Carson City Sheriff's deputy reported.
According to the report, a warrant service was conducted at the residence. The suspect was located and recognized from previous law enforcement contacts. A records check confirmed the active bench warrant.
He was handcuffed and taken into custody at that point, transported to the Carson City Jail for booking. Bail: $3,000.
