Carson City loan manager jailed; admits to stealing $4,200 and taking it to casino

A 34-year-old Dayton woman faces a felony embezzlement charge after she admitted to authorities that she stole $4,200 from a Carson City loan agency that she managed and then spent a portion of the money at a local casino.

Tonya Ann Ramirez was jailed Wednesday after an interview with Carson City Sheriff's Office investigators which led to the confession. She also told authorities she had a gambling problem and had filed a false police report with the Lyon County Sheriff's Office in an attempt to conceal her actions.

According to the arrest report, the acting manager of the loan agency told authorities that Ramirez failed to show for work June 4 in her managerial role and did not contact her supervisor to advise of any emergency.

The acting manager then contacted the business's bank and learned that a deposit that was supposed to be made from the night prior by Ramirez had not been made. Suspicious of the circumstances, the acting manager contacted police dispatch, the arrest report states.

On June 5, investigators were able to contact Ramirez, where a recorded interview was set up at the Carson City Sheriff's Office. The woman at first denied having any knowledge and/or involvement with the missing money. After further questioning where Ramirez contradicted herself, she admitted to taking a cash bag containing about $4,200, spending some of the cash portion at a casino, the arrest report states.

Later on June 5, Ramirez voluntarily turned over the check portion of the bank deposit, which amounted to 13 checks valued in excess of $1,700. The checks were verified and she was placed under arrest for one count of embezzlement. Bail: $20,000.

In other arrests:

— A Carson City woman was arrested June 4, 11:54 a.m. in the 2100 block of Columbia Way. She faces a gross misdemeanor charge of battery on a peace officer, and misdemeanor charges of probation violation.

According to the arrest report, officers conducting a warrant search went to the door of the Columbia Way residence. The woman came to the door and said: "What the f*** do you want?" the arrest report states.

When officers told the woman they had a warrant for her arrest, she became verbally abusive and physically combative. The woman had to be physically restrained. She actively resisted arrest by kicking, head butting, scratching and biting the officer, the arrest report states.

When she was placed in the rear of the car, she yelled, cussed and spit at the officer through the cage and kicked the windows of the patrol car. Dispatch was advised of the situation. The officer then pulled the car over and used pepper spray on her, with two quick bursts to the face. An officer also assisted with putting a spit hood on the woman.

She faces the battery charge, a gross misdemeanor, and two misdemeanor charges including a bench warrant for her arrest for failure to report for monthly probation and obtain a letter of enrollment in counseling; and failure to report for counseling and to complete community service. Bail: $8,500.

— A 33-year-old Carson City man was arrested Wednesday, June 5, 11 p.m. in the 900 block of South Carson Street. He faces a misdemeanor indecent conduct charge.

An officer was at a casino parking lot tending to a vehicle hit and run traffic accident when the man, described as "extremely intoxicated," was observed urinating on the driver's side of a parked car. The officer estimates the man was about 15 feet from the where he and the victim of the hit and run were standing.

The officer asked the man why he urinated on the parked vehicle and the man acted as if he did nothing wrong and then walked away from the officer. He was escorted to the patrol vehicle and taken to jail. Bail: $632.

— A 32-year-old Carson City, who gave officers the name of his brother to avoid going to jail, was arrested Wednesday, June 5 in the 1700 block of Rock Court. He faces misdemeanor charges including a warrant issued for failure to appear in traffic court and failure to comply with authorities.

According to the arrest report, officers patrolling the area of Highway 50 and Airport Road noticed a red Hyundai sedan operating without a driver's side brake light. A traffic stop was made. The man was the only occupant in the car and presented the officer a name, with a birthday of July 1, 1985 and then told the officer he couldn't remember his Social Security number, according to the arrest report.

The officer ran the name that was given to him by the man and the name had a confirmed warrant for his arrest. The officer detained the man and began talking with him about the warrant. In the discussion, the man told the officer he had a brother. The officer ran the name of the so-called brother, which came back with two confirmed warrants — failure to comply and failure to appear in traffic court.

The officer then looked up the man in the computer system and recent booking information, which includes photos. The photos didn't match. The officer confronted the man and he admitted his true identity. Bail: $3,269.

— A 31-year-old Carson City man was arrested June 5, 1:53 p.m. at the Dayton detention facility, on a warrant for his arrest, DUI hold. Bail: $712.

— A 47-year-old Carson City woman was arrested June 5, 10 a.m. in the 600 block of Carrie Drive. She faces a misdemeanor charge of criminal contempt, failure to appear in court, in which a warrant was placed for her arrest June 4. Bail: $500.

— A 26-year-old Truckee woman was arrested June 5, on confirmed warrants out of Carson City and Truckee. The Carson City warrant was for failure to report for monthly probation reporting and failure to pay restitution. The Truckee warrant was for failure to comply with orders of her probation. Bail: $3,000 for the Carson City warrant. No bail hold for the Truckee warrant.

Those arrested and facing charges are innocent until proven guilty in a court of law.
