According to the arrest report, deputies with the Carson City Sheriff’s Office Special Enforcement Team were patrolling in an unmarked car and observed a white two door sedan with California plates run through a solid red strop light at the intersection of Roop and Long streets.

The deputy followed the vehicle and observed it fail to come to complete stop behind a solid whet line at Stewart and Long streets. Deputies conducted a traffic stop on the sedan and spoke with driver, Gosh, and passenger Leake. The woman told the officer she did not have a driver’s license only a California identification card. She was unable to provide proof of insurance. She told the officer she just bought the vehicle a week prior but had not registered it under her name. A Carson City man is in custody after a hit and run pedestrian crash last week on Highway 50 and Brown Street that resulted in the death of the victim, said Carson City sheriff Ken Furlong.

Juan Pablo Rios, 37, was charged with felony failure to stop at the scene of an accident involving personal Injury or death, a category B felony. Bail was set at $50,000. Rios was booked Tuesday into the Carson City Jail. The victim, Gustova Garcia-Valdes, 52, died as a result of injuries.

On Wednesday, Jan. 27, at approximately 7:25 p.m., Carson City Fire Department paramedics were called to the intersection of Highway 50 East and Brown Street regarding a report of a man who had either fainted or passed out, said Furlong.

The victim was found unconscious alongside the roadway by a passerby who had called 911. Garcia-Valdes was taken to Renown Medical Center with an unknown cause of trauma. Later that same evening at approximately 8:21 p.m., the Carson City Sheriff’s Office received a tip the man may have been the victim of an auto-pedestrian hit and run crash.

The driver of the vehicle was suspected to be Juan Pablo Rios. On Jan. 28, Carson City Sheriff's Office detectives were assigned to the investigation. They were able to determine that Garcia-Valdes was walking on Brown Street, just off of Highway 50, when he was likely struck by a passing car at a low speed in a 25 mph zone.

The driver of the vehicle, Juan Rios, apparently fled the area after the crash, but disclosed to other persons that he may have had an accident involving a pedestrian. His disclosure prompted the call to the Carson City Sheriff’s Office.

On Friday, Mr. Gustova Garcia-Valdes was pronounced dead at Renown Regional Medical Center, and over the weekend, an autopsy was conducted by the Washoe County Medical Examiner’s Office. The results of the autopsy found that Garcia-Valdes suffered a “blunt force trauma” to the head causing death.

On Tuesday the Justice Court of Carson City Township issued a warrant for the arrest of Rios. Bail was set at $50,000.

A 43-year old Carson City man was arrested Monday for felony assault with a deadly weapon and four misdemeanor charges after allegedly threatening to attack an officer with a large bottle of Jack Daniel’s whiskey, a Carson City sheriff’s deputy said.

Donald James Wilk was taken into custody in the 1000 block of Siskiyou Drive at 5:34 p.m. According to the arrest report, officers were dispatched to the residence on a domestic violence call. Dispatch advised Wilk was intoxicated and acting violent and had left the residence.

Deputies met with the victim who said Wilk was drunk and battered her. The woman said she was afraid the man would come back and hurt her and her two children who were inside the home. The victim told officers the man went into the garage of the home where he punched out the glass of the back door and had cut his arm in the process.

Officers were able to get a description of the man and advised dispatch that there was enough evidence to arrest him on a battery charge. Dispatch was also advised that Wilk was bleeding due to the amount of blood found at the scene. A deputy began to follow the blood trail to a residence on Siskiyou Drive and located the man hiding behind an air conditioner.

The deputy walked toward him and asked Wilk, for officer safety reasons, to show his hands. Wilk didn’t answer. The officer asked again for Wilk to show his hands. Wilk then quickly jumped up from behind the air conditioner fixture and was holding a large Jack Daniel’s bottle. At the same time he was screaming and yelling “you want me to show you my f***ing hands,” he brought the bottle up to where the officer believed he was going to be hit with it, the arrest report states.

The officer observed the man was covered in blood, was in a drunken rage and had “a crazy and angry facial expression.” The man advanced toward the officer with the bottle and the officer prepared to draw his gun. The officer order the man to drop the bottle but he had refused. A second officer arrived on scene, with the first officer in the middle of the confrontation advising him to taser the man. A taser was deployed but it had no effect. Wilk was still standing, cursing and being belligerent, the arrest report states.

The man then looked at the officer who tasered him and challenged both officers to a fight, the arrest report states. A second taser was discharged. The man continued to resist, fight and get back on his feet. A sergeant arrived on scene along with other deputies and the man was handcuffed. Wilks clothing was covered in blood and his right forearm was lacerated from having punched the window earlier. Carson City Fire Department was called to the scene and treated the man, removing taser prongs and then bandaged his forearm. Deputies collected the Jack Daniel’s whiskey bottle and taser prongs and booked them into evidence.

The man was taken to the hospital where he was treated for his injuries. While in transit, he was very angry and verbally abusive to the arresting deputy, calling him names and challenging him to a fight, the arrest report states.

After he was treated he was taken to jail where a criminal history was run through dispatch. It was discovered that he is an ex-felon with at least three prior felony convictions from another state and had not yet registered in Carson City. He was booked on charges of assault on a peace officer with a deadly weapon, obstructing and delaying, resisting arrest with violence, domestic battery and being an ex-felon failing to register. Bail: $24,928.

She advised she had an altercation with her husband. She said they were in town from Reno and had gone to Lake Tahoe for the day with their friend and their children. After a day at the lake they returned to the Harvest Drive home to hang out. She said both had a few drinks.

While at the residence the victim and the man had a dispute about their marriage. The woman told her husband she was going to leave and take their son home. This caused the man to become upset. He blocked the entry to the home and refused to let the woman get their 18-month old son. The situation escalated and the baby was inside crying. The woman said she threw a water bottle at the man, hitting him in the side of the head.

The man grabbed the woman’s right arm, tilted it behind her back, threw her to the ground, and pinned her. The woman didn’t have marks on her arm but had skinned knees from the take down, the arrest report states.

He was taken to the hospital for injuries to his head and face. A records check of Haines showed he had a confirmed warrant issued out of Sparks Municipal Court for contempt.

Officers met with the reporting witness who explained the incident. A witness advised he was in the park and noticed Smock and Haines fighting. He called 911 but while talking to dispatch he was attacked by the Gardnerville man, Haines. The reporting witness said Haines jumped on top of him and bit him on his left pectoral muscle. Officers observed a large bloody bite mark on the witness and took pictures of the injury, the arrest report states.

The injured witness told officers that two of his friends also observed the incident, who confirmed what the reporting witness told officers. A third witness said he was playing soccer with his friends in the park and noticed the two men fighting, with Smock hitting Haines over the head with a bottle, the arrest report states. The witness stated he observed deputies detain Haines and that he saw a deputy getting kicked several times.
