A Reno couple pled guilty Wednesday in a Sacramento federal court to possessing counterfeit U.S. currency and counterfeit or unauthorized access devices, U.S. Attorney Benjamin B. Wagner said.

William Theodore Lewis, 50, and Lori Marie Dahl, 50, a married couple, remain in custody and are scheduled to be sentenced by Judge Kimberly J. Mueller on Dec. 10, 2014. Lewis and Dahl each face a maximum statutory penalty of 25 years in prison, a $250,000 fine, and five years of supervised release.

According to court documents, on May 14, 2013, the Angels Camp Police Department received a call from a Save Mart employee, reporting that a man had attempted to pass a counterfeit $20 bill. The chief of the department responded to the scene, identified a man matching the description the caller gave, and arrested Lewis. A search of Lewis’s person produced three additional counterfeit $20 bills.

After Lewis’s arrest, law enforcement searched the hotel were Lewis and Dahl were staying and the stolen rental vehicle they had driven from Reno.

Law enforcement found evidence of counterfeiting activity including wholly and partially printed counterfeit U.S. currency in various denominations, a printer, and various solvents and equipment associated with the manufacture of counterfeit currency.

Law enforcement personnel also found evidence of access device fraud and identity theft in Lewis and Dahl’s room at the motel and in the vehicle. They possessed more than 1,000 unauthorized or counterfeit access devices such as credit, debit, and prepaid cards. Additionally, law enforcement found access device-making equipment including blank plastic cards, seals, and hologram stickers, and a card printer to be used for printing credit cards. They also possessed several lists with personal identifiers and information of many individuals.

This case is the product of an investigation by the United States Secret Service and the Angels Camp Police Department. Assistant United States Attorney Nirav Desai is prosecuting the case.

Other troopers in the area were listening to the status of the call and began to make their way to the area and assist.

The vehicle was soon located and abandoned in one of the parking spaces in the garage and the property’s security personnel were contacted and met with troopers near the vehicle. With the aid of the security cameras, the security detail advised the troopers three occupants had exited the stolen car; two males and one female. The security team was able to identify and locate one of the males and the female minutes later inside the gaming area of the casino and detained both of them. The third subject was never located.

The male subject, identified as 31-year-old Samuel Phompadith of Reno, was carrying a loaded semi-automatic pistol concealed in a shoulder holster. Troopers learned he was a convicted felon and also had an active misdemeanor warrant issued by the Reno Justice Court for not having a valid driver’s license. He was taken into custody and charged with driving a stolen vehicle, being an ex-felon in possession of a firearm, carrying a concealed weapon, and the traffic warrant. His total bail is 27,687 dollars and he is in custody at the Washoe County Sheriff’s Office-Detention Facility.

The female accompanying Phompadith was also arrested and identified as 30-year-old Jennifer Violet Peters of Reno. She had just over 19 grams of methamphetamine on her person along with drug packaging materials and other drug paraphernalia in her purse. Her criminal charges included possession of a stolen vehicle and several drug-related offenses. Because one of the drug charges included trafficking, she is being held at the Washoe County Detention Facility without bail.

The 1993 Honda Civic had been originally reported stolen by the owner earlier this month to the Carson City Sheriff’s Office. The agency was immediately contacted about the recovery this morning and notified the owner of its location at the designated towing company in Reno.

According to the arrest report, a plain-clothes deputy saw the two men later identified as Thomas Hugh Byington, 44, of Midvale, Utah, and Lawrence Thomas Druce, 45, of West Jordan, Utah, drive down Corbett Street and park. He then saw them gather tools and enter a field under the cover of darkness in the direction of NV Energy. The deputy called in backup to surround the area, and the deputies heard the suspects cut the lock on the fence and enter the property.

Several minutes later, the suspects were seen walking back to the truck, where a welcoming party of deputies was waiting. After being told to stop, the two took off running for about 300 hundred yards where they found other deputies waiting for them, and were taken into custody.

According to the report, the men said they had received information about NV Energy and were there to steal copper, but decided to leave when they saw surveillance cameras in the yard. They didn't actually take anything from the NV Energy yard, but a chain and lock securing a gate was found cut. A records check showed the Druce was on parole in Utah for theft and had a revoked driver's license, and that Byington was a registered sex offender in Utah.

Deputies also found tubing in the back of the suspect's vehicle that had been stripped of copper wire.

Both men were arrested for felony attempted grand larceny, misdemeanor destruction of property, obstructing and trespassing. Druce was also accused of gross misdemeanor possession of burglary tools, and misdemeanor driving on a revoked license. Bail for Druce was set at $29,408. Bail for Byinton was set at $26,276.
