Carson City deputies make three separate domestic battery arrests Sunday

A Wadsworth, Nev., couple were arrested Sunday and charged with felony burglary charges after attempting to steal merchandise from Walmart, a Carson City sheriff’s deputy said.

Arrested were James William Thomas Jr., 42, on suspicion of felony shoplifting, and two misdemeanor warrants. Also arrested was Julia Anissa Burns, 43. She faces a felony charge of being an accessory and a misdemeanor warrant charge.

According to the arrest report, officers were called to Walmart in the 3200 block of Market Street for two persons detained for shoplifting. No information was provided about what the couple allegedly stole. Bail for Thomas: $3,750. Bail for Burns, $3,500.

In other arrests:
— A 47-year-old Carson City man was arrested Sunday, 12:35 p.m. in the 300 block of David Street, on suspicion of misdemeanor domestic battery. According to the arrest report, officers arrived and met with the suspect, the victim and a neighbor. The victim had a bleeding lip and told officers the suspect beat her and chased her through the apartment. The neighbor told officers that the man was screaming “I’ll kill you.” The suspect, who had what appeared to be defensive scratches on his forearms, wouldn’t say what happened. Bail: $3,137.

— A 25-year-old Carson City man was arrested Sunday, 7:40 p.m. on a misdemeanor charge of domestic battery. According to the arrest report, officers were dispatched to the 200 block of Jeanell Drive for a domestic disturbance. Officers found a man and woman, with the woman having scratches on her face and chest. She told officers the two were arguing and that the man hit the left side of her face with the palm of his hand. She said the man then grabbed her right arm and starting hitting himself in the face with her hand. She was wearing a ring on her hand, the arrest report states.

The victim told deputies they continued to argue and then she left. The man denied a physical fight, the arrest report states. He said there was pushing and shoving and that he did grab the woman’s arms. He had several red marks on his forehead. He said he hit himself and that is how he sustained injuries to his forehead. Due to the injuries on the woman, officers determined the man to be the primary physical aggressor and he was arrested. Bail: $3,137.

— A 46-year-old Carson City woman was arrested Sunday, 6:33 p.m. in the 3300 block of Champion on a misdemeanor charge of domestic battery. According to the arrest report officers learned the woman went to a home to obtain a pet dog and a chicken. The woman got into an argument with her mother. They began yelling at each other, then slapping each other in the face while inside the home.

The two then went outside on the front porch and continued to yell, which drew the attention of neighbors. One witness said they saw the 46-year-old woman hit her mother several times in the face. The victim did not require medical attention. The suspect was arrested and taken to jail. Bail: $3,137.

— A 29-year-old Carson City man was arrested Sunday, 12:16 p.m. on a misdemeanor charge, suspicion of violating a temporary restraining order. Bail: $1,137.

— A Carson City man was arrested Sunday, 9:35 a.m. in the area of William and Saliman streets on a failure to appear warrant issued Aug. 26, 2014 out of Carson City Justice Court. Bail: $185.

— A 39-year-old Carson City man was arrested Sunday, 6:11 p.m. in the 3700 block of Woodside Drive on a misdemeanor charge of violation of a suspended sentence. Bail: $3,000.

— A 24-year-old Carson City man was arrested at 10:45 p.m. in the area of Highway 50 and Stewart Street on misdemeanor charges including a warrant, registration of a suspended sentence, driving on a suspended license and no proof of insurance. Bail: $2,536.

— Three were arrested Saturday in the 700 block of Sonoma Street, two facing separate gross misdemeanor charges and the third an obstructing charge following an incident in which a dog attacked a Carson City sheriff’s deputy.

A 25-year-old Carson City woman was arrested on suspicion of child abuse, neglect or endangerment, a gross misdemeanor. A 36-year-old man was arrested on a gross misdemeanor charge of intimidating police officer and misdemeanor resisting an officer with violence and a 39-her-old woman was arrested on a misdemeanor obstructing charge.

According to the arrest report, officers were dispatched to the 800 block of Jackson Way in reference to an intoxicated woman with a small child. A reporting witness advised that the woman entered a home that wasn’t hers and appeared disoriented. The witness attempted to escort the woman to a residence on Sonoma Street, whereby the woman informed them she had a firearm, the arrest report states.

A deputy noticed the woman and child in front of a Sonoma Street residence. While parked outside the home, the 36-year-old man exited the residence with a dog and began yelling at deputies.

The dog barked and then attacked the deputy, the arrest report stated, with the man telling the officer not to mess with the dog. The man then walked toward the officer and refused to stop when he was told to stay back. A taser was deployed, in which the man removed the wires and continued toward deputies. The man was told he was under arrest. Again, the man pulled away from officers, began resisting was taken to the ground and cuffed.

Officers then arrested the 39-year-old woman for obstructing after she interfered with the arrest, standing between the officers and the 36-year-old man.

After the incident, officers asked a male inside the residence if they could check on safety of the child, which had been with the woman who had originally walked into the Jackson Way home.

The male allowed officers inside where the mother was found, extremely intoxicated, and appeared unconscious on the bed. Sitting on her chest was a two-year-old crying child. Also sitting on the bed was a 14-year-old, who appeared stunned at what happened at the home. Officers attempted to wake the woman up, and it took several minutes. When the woman woke, she fell out of the bed and onto the two-year-old, the arrest report states.
Officers called fire and ambulance so they could be checked. The woman was then taken into custody on suspicion of gross misdemeanor child abuse, neglect and endangerment. The child was released to their stepfather.

Carson City man jailed for credit card fraud at local motel

A Carson City man was jailed Wednesday and faces three felony charges including fraudulent use of a credit card after, among other things, allegedly stealing identity from a victim and charging hotel rooms on a Visa card.

Scott Michael Westman, 44, was arrested in the 2700 block of Carson Street. According to the arrest report, officers responded to a motel to assist the Colorado Springs Police Department in identifying a theft report. While responding to the hotel, dispatch advised a man had used information to obtain a credit card, which was being run up at the hotel.

Upon arrival Carson City Sheriff's Office investigators met with the front desk attendant who said the man in question, Westman, was staying there and was using a fraudulent card to pay for the room. The front desk attendant told the officer the room was registered to a female but the male used a Visa credit card to re-book a different room for a different female, the arrest report states.

Officers spoke with a Colorado Springs officer who was also investigating identify theft that happened to involve Westman and the Visa credit card used to re-book the room. The officer gave information about the victim and informed Carson City officers that the Visa was opened with Cabela's and there were two other credit cards opened up this week under the victim's name, the arrest report states.

Carson City officers met with Westman in the room. He agreed to go to the hotel lobby so he could clarify his involvement with the front desk. While at the front desk officers met with the female who was renting a room that was paid using the Cabela's credit card. The tenant in the room said that around 12:30 p.m. she was speaking to the front desk person about rebooking the room but she was $10 short.

The tenant stated while she was speaking to the front desk attendant, Westman offered to pay her remaining balance so she could re-book the room. The tenant stated she observed the front desk person hand Westman the money then watched him hand the attendant a credit card that was charged to re-book her room, the arrest report states.

Officers met with the front desk attendant who also stated Westman used a Cabela's Visa card to pay for the room. After both individuals identified Westman as the bearer of the Cabelas's credit card and being able to identify the credit card was opened under a fraudulent name, officers placed Westman into custody.

While transporting the man, officers obtained a telephonic search warrant to enter the motel room for a search. Officers found drugs and drug paraphernalia, the Visa credit card in question, card lamination equipment, a black printer, an envelope containing miscellaneous identification cards, passport pages, templates for driver's licenses, a white Samsung tablet, two gray laptop computers, four hard drives and a metal container containing marijuana.

Westman was booked on the following charges: Felony obtaining using false identification, uttering a forged instrument, and fraudulent use of a credit card. He was also booked on misdemeanor charges including possession of false identification, possession of marijuana, and possession of drug paraphernalia. Bail: $25,000.

Carson City sheriff describes tense scene with gunman at Olive Garden restaurant Sunday

At 8:53 Sunday evening, the Carson City Sheriff’s Office was notified of a violent threat at the Olive Garden Restaurant on South Carson Street.

Initial reports indicated that a man, later identified as David Paul Lane had entered the business alone and at some point became agitated, then confronted the manager and staff with a loaded semi-automatic pistol.

Lane is reported to have drawn his pistol in the restaurant while walking through the dining area.

He demanded to go back to the kitchen area. Efforts to calm Lane were unsuccessful. He confronted a second manager and chamber a round into the gun (ejecting a round that was already in the chamber) and threatened to shoot if not allowed in the kitchen.

Lane walked through the kitchen area and then left the building. Patrons in the restaurant were being evacuated and one captured the license plate of Lane's vehicle, registered to a Douglas County address on Mica Way. Douglas County Sheriff’s Deputies were alerted and were able to arrive at Lane's residence before he returned. After a physical confrontation, Lane was taken into custody. The weapon used at the restaurant was located in Lane's possession at the time of arrest. He was transported to the Carson Tahoe Regional Medical Center for treatment. Lane was released from the hospital and booked into the Carson City Jail.

Lane has been booked on two charges of Assault with a Deadly Weapon (Felony, $20,000 each bail), Burglary with a Weapon (Felony, $40,000 bail), Carrying a Concealed Weapon (Misdemeanor, $137 bail), and Battery (Misdemeanor, $137 bail). Lane is scheduled to appear in court on Wednesday, July 24th at 9:00 a.m..

While there were no persons treated for injuries at the restaurant, one person was reported to have been slightly injured as customers rapidly fled the dining areas.

David Lane has one prior arrest in Carson City resulting from a traffic infraction in December 2010. At the Carson City Sheriff’s Office, there were no records of violence or mental health data on file.

The Sheriff’s Office would like to commend the staff and patrons of the Olive Garden Restaurant for their preparedness, efforts to calm the suspect, and their evacuation of the area without causing any injury to innocent persons. Further, without the rapid reporting of the license plate number, this incident could not have been resolved so quickly.

Woman faces felony burglary charge after breaking into apartment during fight with neighbor

Two Carson City women were arrested Sunday, with one being charged with felony burglary following a fight inside an apartment complex.

Debra Rasmussen, 56, is being held on $28,132 bail. She was arrested on suspicion of burglary and a lesser charge of domestic battery. The other woman, 47, faces misdemeanor charges of domestic battery and being in violation of a suspended sentence.

According to the arrest report, Carson City sheriff's deputies were called to the 200 block of Carson Meadows after a report of two women fighting.

A witness advised that she saw the 47-year-old woman slap a woman and that Rasmussen used her body to push her way through a back sliding door into an apartment that wasn't hers, fighting with two other women inside.

The women then fought, slapping each other in front of young children inside the apartment before Rassmussen was pushed out. The women were intoxicated, according to the arrest report.

A witness told deputies that Rassmussen forced her way into the apartment, slamming her body against a door and into the women on the other side of the door to make entry. Both women involved in the fighting were taken to jail.

— A 45-year-old Carson City woman was arrested April 25, 1:09 p.m. on a felony warrant, fraudulent use of a credit card. Dawn Marie Wolfe was arrested in the 1000 block of Tamarisk Street, according to the sheriff's office arrest report. The warrant for her arrested was issued Sept. 25, 2013 out of Carson City Justice Court. Bail: $7,500.

— A 27-year-old Carson City woman was booked into Carson City Jail on Sunday, 9 a.m. on a misdemeanor larceny warrant issued Jan. 10, 2014 out of Carson City Justice Court. Bail: $1,000.

— A 34-year-old Carson City man was arrested Sunday, 5:24 a.m. at the intersection of South Carson Meadows and Como Street on suspicion of DUI and driving without a valid license. Bail: $1,329.

— A 66-year-old Washoe Valley woman was arrested Saturday, 7:58 p.m. at the intersection of Northridge and New Ridge on a misdemeanor charge DUI. Bail: $1,137.

— A 26-year-old Carson City man was arrested Sunday, 9:13 p.m. in the 2000 block of College Parkway on suspicion of having drug paraphernalia. Bail: $1,137.

Those arrested and facing charges are innocent unless proven guilty in a court of law.

Couple face child endangerment charges; infant exposed to marijuana smoke inside Carson City apartment

Carson City authorities arrested a couple on multiple charges, including child endangerment, domestic battery and unlawful posession and sale of prescription drugs.

Angela Rebecca Virginia Bowman, 19, of Mound House is being held on $7,500 bail and faces two felony drug charges including possession of prescription drugs without a prescription and possession for sale.
David Joseph Wright, 26, also of Mound House, faces a gross misdemeanor child endangerment charge and a domestic battery charge.

According to the arrest report, officers responded to the 3400 block of Airport Road at 11:30 p.m. Monday in reference to a domestic battery that was called into dispatch.

As officers arrived they heard women screaming and what sounded like items being thrown inside the apartment. Outside the apartment officers smelled wafts of marijuana smoke, according to the arrest report. Two women who live at the apartment opened the door and told the officer to remove Bowman, according to the arrest report.

Wright was also inside the apartment and the arresting officer asked both he and Bowman to step outside. The arresting officer noted in his report that a strong smell of marijuana was inside the apartment as well as the couple's three-month old infant being inside the room where there was a heavy odor.

Once outside, Bowman admitted that she punched Wright in the face because he grabbed her arm, according to the arrest report. Wright confirmed what Bowman told the officer, adding that it was he who grabbed her first by the arm. The occupants inside the apartment said that Bowman began throwing things, according to the arrest report.

The people interviewed inside the house admitted that pot had been smoked in the apartment in the presence of the baby. Wright admitted he smoked pot prior to law officers arriving but Bowman said she had not, the arrest report said. The couple admitted they were aware of exposing their baby to the environment of illegal drugs.

The officer then decided to arrest the couple on suspicion of child endangerment and domestic battery and asked if they had any drugs in their possession. Bowman said she had pills concealed in her chest area. She was advised of her Miranda Rights, which she agreed and understood and told the officer she found some blue pills that she thought were prescription Valium and that she was planning on selling the pills to make money. Five pills found inside plastic wrap were recovered and were identified as Diazepam.

— Those arrested are innocent until proven guilty in a court of law.

Carson City man jailed on multiple sexual assault charges

A 20-year-old Carson City man was booked Friday on four counts sexual assault involving a minor under 16 and other sex related charges, a Carson City sheriff’s office investigator said.

Drake Martin, 20, was arrested Wednesday on a priority 5 parole and probation violation, with the charges filed Friday by the Carson City District Attorney’s Office, said Detective Sal Acosta. If convicted he faces a maximum of life in prison.
Martin is being held on $250,000 bail with a no-bail hold on the four additional charges.

— A 30-year-old Carson City man was arrested Friday, 1:02 a.m. in the 2000 block of Mountain Street on a warrant, contempt of court, issued Nov. 4, 2014 out of Carson City Justice Court. Bail; $500.

A 35-year-old Carson City man was arrested Friday, 12:20 a.m. in the area of Shady Oak Drive and Saliman on misdemeanor suspicion of DUI. According to the arrest report, the man was stopped for speeding in the area. He admitted to having approximately three beers at a bar. He refused to perform standardized field sobriety tests and provided a preliminary breath test with a .12, the arrest report states. At jail the man consented to a blood test. Bail: $1,137.

— A 54-year-old Dayton woman was arrested Thursday, 9:48 p.m. in the area of Highway 50 and Nichols Lane. She was booked on misdemeanor charges of possession of drug paraphernalia, possession of marijuana, no proof of insurance, driving without a valid license, and not having a functioning rear license plate light. According to the arrest report, the woman was stopped because her vehicle didn’t have a functioning rear license plate light. She told a deputy that she did not have a current driver’s license nor could she produce a current proof of insurance.

The officer smelled a strong odor of marijuana coming from the vehicle. The woman told the officer she was in possession of a small amount of marijuana that she had in her purse. She allowed the officer to look through the purse. Before the officer did, she informed him that she had a meth pipe and a marijuana pipe inside a pouch. Officers found the pipes, marijuana and baggie with residue of methamphetamine. Bail: $2,865.

— A 24-year-old Carson City man was arrested Thursday, 4:05 p.m. in the 2700 block of Menlo on two misdemeanor charges of violation of a protection order. Bail: $1,274.

— A 36-year-old Dayton man, Charles Donald Muscott, an inmate at the Carson City Jail, was booked Wednesday on additional charges, including a felony warrant for burglary, issued out of Dayton Township Justice Court and misdemeanor warrants for criminal contempt and petit larceny. Bail: $26,975.

— A 50-year-old Carson City man was booked into Carson City jail on a misdemeanor warrant, violation of a temporary order, issued Nov. 14, 2014. Bail; $3,000.

— A 61-year-old Sparks man as arrested Wednesday, 2 p.m. in the area of Roop and William streets on a misdemeanor warrant, insufficient funds, issued Dec. 13, 2013 out of Sparks Justice Court. Bail: $700.

Those arrested and facing charges are innocent unless proven guilty in a court of law.

Carson City sheriff’s crime log: Officers make several warrant arrests

A 44-year-old Carson City man was booked into jail Monday on a felony warrant, failure to appear, a Carson City sheriff's deputy said.

David Stanley Gross was taken into custody on a warrant out of Lyon County District court issued June 28.

In other arrests:

— A Virginia City man, Joshua Thomas Cattiero, was arrested Sunday, 11:28 p.m. in the 1700 block of Russell Way on a felony failure to appear warrant issued out of Reno Township.

— A 24-year-old Sparks man was arrested Sunday, 12:08 a.m. in the 1600 block of Medical Parkway on a misdemeanor violation of a suspended sentence. According to the arrest report officers were called to a bar for an intoxicated man outside. He was breathing but unresponsive. Family members reported he used cocaine and was drinking heavily. He was medically treated for alcohol, cocaine and methamphetamine intoxication. His BAC was .350, according to the arrest report.

After being taken to the hospital and medically treated he was taken to jail for being in violation of Alternative Sentencing, which had clauses that he could not consume alcohol or drugs. Bail: $1,000.

— A 34-year-old Carson City woman was arrested Sunday, 8:50 a.m. in the 2700 block of Menlo Drive for a gross misdemeanor warrant alleging child neglect, and a misdemeanor warrant alleging petit larceny. Bail: $11,000.

— A 39-year-old Dayton woman, Katrina Lee Balzer, was arrested Sunday, 1:21 p.m. at Walmart in the 3200 block of Market Street on a felony warrant issued out of Lyon County for parole and probation violation, a misdemeanor warrant out of Carson City Justice Court to obtain money or goods under false pretenses, and misdemeanor suspicion of petit larceny.

According to the arrest report, store security advised the woman had concealed beauty supplies, a Hello Kitty dress and lingerie in her purse and attempted to leave the store without paying. Officers did a check through dispatch and learned of the warrants. She was held without bail in lieu of a hearing for the felony warrant. The bail amount for the misdemeanor charges was $1,352.

— A 47-year-old Gardnerville man booked into Carson City Jail Sunday, 4 p.m. on a misdemeanor warrant for contempt of court. Bail: $329.

— 23-year-old Gardnerville man was booked into jail Sunday, 4 p.m. on a misdemeanor warrant, failure to appear. Bail: $995.

— A 44-year-old Carson City woman was arrested Sunday, 9:53 p.m. in the 400 block of Lee Street on suspicion of domestic battery. According to the arrest report, the woman allegedly bit her boyfriend’s right arm during an argument. The woman had blood on her face and told officers she had bit her lip. An officer looked at the woman’s lip and did not see any injuries. The man had injuries consistent with being bit by a person, according to the arrest report. Bail: $3,137.

Carson City authorities make felony drug trafficking arrest

A Carson City man was arrested and faces multiple felony drug charges after authorities found 14 grams of meth hidden in the man's underwear.

Eduardo Segura, 27, was arrested at Hot Springs Road and Roop at 10 a.m. Feb. 8. He was pulled over because of a vehicle license plate that was missing. Upon contact, officers recognized him because of other entanglements with the law including time in prison that involved a Carson City shooting in which he was deported to Mexico following the sentence, the arrest report states.

Officers met with Segura who didn't have a license and he was placed under arrest. During the pat down officers found a clear baggie of meth in the man's underwear. The bag was weighed and contained approximately 14 grams of meth. Because of the amount Segura faces a felony drug trafficking charge, along with two felony charges of possession of a controlled substance for sale and possession of a controlled substance. Bail: $47,500.

— Carson City Sheriff's Office deputies arrested three on various charges Feb. 10, 1:33 a.m. near Airport Road and Highway 50 East. One of those arrested, a Carson City woman, faces felony drug charges.

Heather Renee Moeller, 21, was found to be in possession of drugs after a vehicle stop. According to the arrest report, officers observed a 1999 Saturn with expired registration. Inside the car were two passengers and Moeller who was the driver.

According to the arrest report, officers could smell a strong odor of marijuana coming from the vehicle. The woman said the vehicle didn't belong to her but to a friend but resisted on telling the officer who the friend was, according to the arrest report.

A wants and warrants search was conducted on all three occupants of the vehicle. The two men in the vehicle had outstanding warrants and were placed into custody. One man had a bag and inside the bag was a scale and flakes of marijuana.

Officers asked Moeller who the vehicle belong to. She gave a name. Officers asked Moeller if they could search the vehicle. She declined. Officers then called the registered owner of the vehicle who gave consent for a search of the vehicle, the arrest report states.

Inside Moeller's bag officers found two jars containing marijuana, two marijuana pipes, an Rx bottle with no label but included several pills including 2 Morphine pills, 30 mg; 10 Temazepam pills, 15 mg; 3 Risperdal pills, 3 mg; 1 Diazepam 2 mg pill. During jail intake officer found 1 gram of methamphetamine concealed in the woman's bra. Bail: $21,941.

— A Carson City man faces a felony charge of possession of methamphetamine after being arrested in the 3000 block of Imperial Way. Matthew Doyle Bowling, 47, was arrested Feb. 9, 2:31 p.m.

According to the arrest report, an officer observed Bowling walking along Imperial Way and then stopping and staring the officer and then putting his hands in his pants and pockets. The arresting officer stopped and observed. Bowling walked up to the patrol car and began talking loudly, the report states. The officer exited the patrol vehicle.

The man approached the officer with his hands in his pockets and said with slurred speech "Why did the f****** Ravens win the Super Bowl" and then took his hands out of his pockets and approached the officer at the patrol car. The man had an unopened can of beer sticking out of his right front jacket pocket and continued to speak with the officer, and appeared intoxicated, the report states. He was detained for being an intoxicated pedestrian. During the pat-down for weapons the officer found two meth pipes.

Bowling told the officer, "yeah, you got me," the arrest report states. He was placed under arrest for possession of drug paraphernalia and being an intoxicated pedestrian. The officer then went to retrace the steps the man made and found a baggie containing less then a gram of meth. Bowling was taken to jail and submitted to a PBT test with a .146. Bail: $3,500.

In other non-felony related arrests:

— A Carson City woman was arrested and faces a gross misdemeanor charge of child endangerment, and misdemeanor second offense DUI. The 29-year-old woman was arrested at 9:35 p.m.Feb. 9 at Meno Drive and Airport Road. According to the arrest report the woman was pulled over after doing 80 mph in the 65 mph zone on the freeway and not using a turning signal to exit.

Officers spoke with the driver who had an infant child in the back seat. Officers smelled alcohol coming from the woman's breath, slowed and slurred speech and she admitted to drinking. The woman agreed to a field sobriety test in which she appeared unsteady and unbalanced on her feet. She completed the test with unsatisfactory results. and submitted to a breath test where she blew a .140 and was arrested.

— A 28-year-old Carson City man was arrested at 1:34 a.m. Feb. 11 in the 3900 block of Carson Street on a misdemeanor domestic battery charge. According to the police report the couple were arguing and when the man allegedly began swinging at her with his fists. The woman took forks out to defend herself. Based on the interviews, the man was determined to be the primary aggressor. Bail: $3,000.

— A 31-year-old Carson City man was arrested Feb. 10, 3:10 a.m. in the 3000 block of Imperial Way and faces misdemeanor charges of making threats and domestic battery. A 28-year-old woman also was arrested and faces a charge of disorderly conduct and resisting arrest. Officers arrived at the apartment on a domestic violence call.
The man had threatened to beat up his neighbors. The man was questined by law officers and he remained silent, according to the arrest report. As he was arrested a woman came out of the apartment and became belligerent with officers screaming that the man did nothing wrong.

Her left knee was bleeding and her lip was bleeding and swollen. An officer asked her if she had been battered and the woman denied it, the report states. The officer said he could smell alcohol on the woman and urged her to go to bed and to not scream because that was what the officer was called for. The woman went back inside the apartment and began screaming and throwing things inside the apartment, the report states. The officer contacted the woman after a citizen's arrest was requested.
During the transport to jail she told the officer that she had indeed been battered by the man. Once at jail, she had the impression that she was going to be let go, the report states. When she was informed she was being charged with disorderly conduct she recanted her story and said that she wasn't battered. The woman refused a statement or to be photographed for injuries. Based on the woman's statement that she had been battered by the man, he was charged with domestic battery.

— A 27-year-old Carson City woman was arrested at the Carson City Jail Feb. 10 on a charge of being in violation of a suspended sentence.

— A 27-year-old Carson City man was arrested Feb. 10, 11:51 a.m. at the intersection of Northgate and Nye and faces misdemeanor charges of obstructing, contempt of court, failure to appear and expired registration. Officers pulled over a vehicle that had expired tags on the windshield. Officers spoke with a passenger in the vehicle, a Cadillac, who said the car was his wife's car. When the officer asked the man to provide a name, he refused. He was arrested. It was later determined he had outstanding warrants for failure to appear and failure to pay fines.

— A 35-year-old Carson City man was arrested at the intersection of Nye and Otha on Feb. 8 on a contempt of court warrant.

— A 27-year-old Carson City man was arrested at the Carson City Jail Feb. 8 on a contempt of court warrant.

— A 53-year-old Carson City man was arrested in the 1600 block of Molly Drive on Feb. 8 and faces a charge of DUI (second within 7 years) and speeding. Officers pulled over the man doing 43 in a 25 mph zone, the arrest report states. The man had an "overwhelming" odor of alcohol coming from him as he spoke with officers, according to the arrest report. The man was asked to take a series of field sobriety tests in which he refused to participate, also refusing to take a PBT test. At the jail he was administered a blood test which showed a .208 blood alcohol content. Bail: $2,500.

— A 20-year-old Carson City woman was arrested Feb. 9, 10:37 a.m. at the intersection of 10th and South Carson Street and faces misdemeanor charges of DUI drugs, not having a driver's license in position and careless driving. The woman reportedly and intentionally hit her mother's car while high on meth, the arrest report states. The girl demanded that her mother give her money, according to the arrest report.

— A 24-year-old Carson City man was arrested Feb. 9, 12:37 a.m. in the 300 block of North Carson Street and faces a misdemeanor charge of disorderly conduct.
The man was reportedly being disruptive on a patio and was asked to leave. As officers were at the scene, they saw the man, 6'4, 260 pounds, in an unprovoked manner, forcibly shove a 5'8, 150 pound man. When the arriving officers asked the man to stop, he immediately put his hands on his head and said: "Oh sorry. I'm cool with you guys! I know the owner here!" according to the arrest report.

— A 21-year-old Carson City man was arrested Feb. 8, 11;17 p.m. at Country Village and East 5th on two contempt of court warrant charges.

— A 24-year-old Carson City man was arrested in the 1800 block of Long Street Feb. 8, 3:35 p.m. on a failure to appear in court warrant.

— A 19-year-old Carson City woman was arrested in the 2600 block of Mayflower at 8:50 p.m. Feb. 8 and faces charges of failure to appear on a traffic warrant.

— A 24-year-old Carson City woman was arrested Feb. 8, 3:35 p.m. in the 800 block of East Long Street for driving while on a revoked license for DUI and being in violation of a suspended sentence. Bail: $2,000.

— A 39-year-old Carson City woman was arrested Feb. 8, 3 p.m. at the intersection of Gordon and North Edmonds and faces four misdemeanor charges of warrant contempt of court.

— Those arrested are innocent until proven guilty in a court of law.


Carson City man jailed after officers find meth stashed in toy action figure

A 25-year-old Carson City man faces felony drug charges after a vehicle search netted, among other things, methamphetamine that was stashed inside a toy action figure.

Officers arrested Jesse Silis-Teran at 5:35 p.m. Thursday near Humboldt and Long streets. According to the arrest report, officers patrolling the area heard a group of people yelling at each other and met with three individuals at a parked car.

Silis-Teran was the driver of the parked vehicle and was with a known local gang member at the time he was stopped. He gave officers consent to look inside the vehicle for a weapon but told officers that if they wanted to search the vehicle for anything else, they would need to get permission from his mom or dad, the arrest report states.

Officers noticed a pipe in the passenger door and a water bong in the back seat. Officers stopped the search and again asked Silis-Teran about searching the car. As officers were talking to the man, his mother arrived and, on a recorded line to dispatch, gave officers consent to search the car, the arrest report states.

Officers retrieved the multi-colored glass pipe in the passenger side door. In the back seat officers located a bottle turned into a water bong. In a black nylon case that held two bags, officers found a large digital scale and several small pipe pieces and a baggie with marijuana. Under the driver's seat officers found a small action figure that, when opened, concealed a small spoon and a clear plastic baggie with methamphetamine residue. In the center console, officer located several plastic baggies with methamphetamine residue.

He was arrested and faces charges of possession with intent to sell, possession of a controlled substance, both felonies; and possession of drug paraphernalia and possession of marijuana, both misdemeanors. Bail: $9,364.

In other felony-related arrests:
— A 25-year-old Dayton man was arrested in Reno and faces a felony charge of battery with a deadly weapon.
Anthony Alejo Lopez, was arrested May 23. Warrants for his arrest were issued March 29, 2013 (battery with a deadly weapon resulting in substantial bodily harm) and Oct. 31, 2012 (failure to attend domestic violence group and complete community service.)

According to the arrest report, officers received information Lopez was working a Reno fast food restaurant. Officers made contact with the man at the restaurant and arrested him based on the warrants. Bail: $41,000.

— A 24-year-old Carson City man faces felony charges, including drug trafficking, after being arrested May 17, in the 1000 block of Woodside Drive.

Jesse Estrada-Oritz, faces the felony drug charge based on a warrant. According to the arrest report, officers received information on May 17 that Estrada-Ortiz, who was arrested May 1 for DUI, had lied to officers about his true identification.

He was released from custody prior to being discovered in a fingerprint check, after admission of bail. Officers confirmed the information using photographs and also confirmed that Estrada-Ortiz had a confirmed warrant for his arrest.

Officers made contact with the man and arrested him for the felony drug warrant, dated March 12, 2012, (trafficking Schedule 1 Controlled Substances 4 to 14 grams) the arrest report states. In possession of the man was a Nevada driver's license which he admitted to getting use false documents, the arrest report states. The man was also under DAS supervision and had been consuming alcohol when officers found him in the apartment, the report states.

He faces the felony drug trafficking charge, as well as a charge of providing false identification to avoid prosecution, also a felony. He also faces a misdemeanor charge of being in violation of terms set out for bail conditions. He is being held without bail for the felony warrant.

— A 59-year-old Carson City man, Ronnie Eric Redcloud, already in custody at the Carson City Jail, faces a felony fugitive charge ordered by the California Board of Parole. Carson City authorities received the confirmed warrant on May 21 and is being held without bail.

— A 23-year-old transient, Zachary Powell, was arrested May 21, 11:50 a.m. in the area of Plaza and East Anne streets. The man was found sleeping on the sidewalk. Officers did a wants and warrants check on the man and confirmed he was wanted by the Nevada State Parole and Probation and had a felony no-bail hold, the arrest report states.
He provided a preliminary breath test that resulted in a .145. He was arrested and taken to jail.

In misdemeanor-related arrests:
A Carson City man was arrested May 23, 11:35 p.m. in the 1400 block of North Carson Street. He faces a charge of domestic battery.

According to the arrest report, the victim told police her boyfriend was intoxicated and came into the motel room where they were staying. The victim told authorities she had sent the man a text message earlier in the evening, informing him that she was going to bed and to be quiet when he returned, the arrest report states.

The two began arguing and the man threw her clothes out the front door, the report states. The victim told officers she knocked a can of beer out of the man's hand which prompted him to grab her by the throat and push her up against a door.

A friend of the victim said she witnessed the man push the woman against a TV stand and then grabbed her by the throat, the arrest report states.

Deputies responded to the North Carson Street address and made contact with the man, who had dried blood on his nose from a small cut and a swollen left eye. Officers asked the man what happened to his face. The man said he was lifting weights and accidently hit himself in the face with the weight, the report states.

Officers asked the man if they could come inside the room to talk. The man said he didn't hit anyone and refused to let officers inside. He was arrested for domestic battery and taken to jail where he again informed jailers that he dropped a weight on his face inside the room.

He was taken to the hospital where officers spoke with him. The man said that he lied about hitting himself with a weight and that the two women — the victim and her friend — beat him up. The man asked to have his face photographed for the report and then was transported back to jail for booking. Bail: $3,132.

— A Gardnerville man turned himself into Carson City authorities May 23, 5 p.m. on a failure to appear warrant. Bail: $402.

— A 21-year-old transient was arrested May 23, 3:26 p.m. at a grocery store in the 3700 block of South Carson Street and faces a charge of petit larceny. Store security detained the woman after observing her place $45.53 worth of items into a black purse and left without paying. Bail: $352.

— A Carson City woman was arrested May 21, 8:44 p.m. in the 2000 block of North Carson City for trespassing. Bail: $237.

— A 20-year-old Carson City woman turned herself into authorities May 21, 7:56 p.m. on a confirmed warrant, violation of a suspended sentence, discharged from counseling. Bail: $1,000.

— A 21-year-old Carson City woman was arrested Thursday, 12:48 a.m. in the 600 block of Hot Springs Road and faces a charge of domestic battery.

According to the arrest report, officers responded to the location after a Capital City Patrol officer reported a man and woman arguing. The woman admitted to punching her boyfriend in the eye. The victim told officers they had been drinking and began to argue in the parking lot and that's when the woman poked him in the eye, the arrest report states. Bail: $3,137.

— A Carson City man was arrested in the 1400 block of Rand, on May 22, 9:35 p.m. and faces two gross misdemeanor charges of being in violation of a protective order out of Elko Township. Officers were called to the location on a report of a domestic disturbance. The man told officers that he and a woman (who has the same last name as his) were not having any issues and doesn't know why officers were called.

A wants and warrants check of the man confirmed a warrant for violation of domestic protective order. Dispatch also advised the man had two active protective orders in effect with the woman, the arrest report states. The man said the order had been lifted and that he was in good standing. The order was valid and in effect until Dec. 17, 2013, the arrest report states. Bail: $4,769.

— A 47-year-old Carson City man was arrested May 22, 7:15 p.m. in the 2200 block of Conestoga Way. He faces misdemeanor charges of domestic battery and failure to appear in court.
According to the arrest report officers responded to a Boeing Way address regarding domestic battery against the victim's mother. She told officers that her son had threatened her, grabbing her by the wrists and trying to take her medication, Oxicodone, from her, the arrest report states. Officers observed bruising on the woman's wrists. Bail: $3,874.

— A 49-year-old Carson City woman turned herself into authorities May 22, 4:32 p.m. for a misdemeanor contempt of court warrant. Bail: $500.

Carson City sheriff’s log: Deputies make domestic battery, shoplifting and DUI arrests

A 27-year-old Carson City man was arrested early Monday in the 1400 block of North Edmonds Drive on a misdemeanor charge of domestic battery, a Carson City sheriff’s deputy said.

According to the arrest report, deputies were called to the area regarding a temporary protection order violation. Officers arrived at the residence, knocked on the door and spoke with the suspect who said the restraining order expired Jan. 15. Deputies observed a female standing in the doorway.

The man became agitated and interrupted the officer several times while being question. He was detained while officers spoke with the woman. She advised the man was her ex-boyfriend who was at the residence to pick up items, the arrest report states.

The victim said the man began to argue with her and then grabbed her by the back of her neck and held her to the ground, the arrest report states. Deputies saw red marks on the back of the woman’s neck that looked like a hand could have grabbed it, the arrest report states. The man denied touching the woman. He was arrested at 12:06 a.m. on suspicion of domestic battery. Bail: $3,137.

— An 18-year-old Carson City woman was arrested Monday, 3:36 p.m. at Walmart in the 3200 block of Market Street on misdemeanor suspicion of petit larceny. According to the arrest report, deputies were called the store in reference to shoplifting. Store security had two adult females in custody at the time deputies arrived.

A security officer advised he had seen the two women in a self-check out scan some of the items in their cart and purposely not scanning others. The two then left the store, passing the last point of pay with the products that had not been paid.

The 18-year-old woman became argumentative with officers. She was advised that she could either change her attitude and comply with lawful, reasonable orders and possibly be released with a citation or she would be booked for petit larceny. The woman stated “it is not against the law to have a bad attitude.” She was arrested for petit larceny. The second suspect was released from the scene with a citation signed by Walmart security.

— A 49-year-old Carson City man was arrested Monday, 6:49 p.m. in the 1400 block of Rand Avenue on a misdemeanor warrant, failure to appear, issued Dec. 3, 2015 out of Carson City Justice Court. Bail: $855.

— A 30-year-old Carson City man was arrested Monday, 5:53 p.m. in the 2700 block of Menlo Court on a misdemeanor contempt of court warrant issued Jan. 15, 2016 out of Carson City Justice Court. Bail: $1,000.

— A 30-year-old Carson City man was booked into Carson City jail Monday, 2 p.m. on a misdemeanor failure to appear warrant issued Nov. 19, 2015 out of Carson City Justice Court. Bail: $175.

— A 49-year-old Carson City man was arrested Monday, 10:51 a.m. in the 2700 block of Highway 50 East on a misdemeanor charge of being in violation of a restraining order. Bail: $1,137.

— A 37-year-old Carson City man was arrested Sunday, 9:46 p.m. in the 500 block of North Carson Street on a misdemeanor charge, defrauding an inn keeper. According to the arrest report, on two occasions the suspect allegedly consumed two different meals, breakfast and lunch, at a casino restaurant and left without paying. He told deputies he had spent all his money gambling and was trying to win enough so he could get a motel room for the evening. He was issued a citation. The man declined to sign it and was taken to jail instead. Bail: $302.

— A 37-year-old Carson City man was arrested Sunday, 4:13 p.m. in the area of Carson and Winnie streets on suspicion of DUI second offense, speeding, driving on a revoked license and having no proof of insurance.
According to the booking report, a deputy on patrol observed a vehicle going northbound on North Carson Street, rapidly passing his patrol vehicle. The officer initiated a traffic stop. The vehicle instead continued northbound and then turned east on Winnie Lane and into a fast food restaurant parking lot, going into the drive-thru, according to the arrest report.

The officer exited his vehicle and ordered the man to backup and park the car. The man looked at the officer with a blank stare and sat motionless. The deputy knocked on the driver’s side window. The man opened the door where the officer could smell an extreme odor of alcohol coming from inside the vehicle, the arrest report states.

Once the vehicle was out of the drive-thru, the deputy asked the suspect for his driver’s license, registration and proof of insurance. The man was unable to provide any of the documents. The officer asked the man to step out of the vehicle and then asked if he would submit to field sobriety tests. The man refused. He was arrested for DUI and taken to jail. He refused to submit to evidentiary testing and a search warrant was applied for and granted. Bail: $4,210.

Carson City arrests: Suspect jailed on warrant for DUI causing death; man jailed for animal cruelty

A Reno man wanted by the Nevada Highway Patrol on a felony warrant for DUI causing death was taken into custody Wednesday in the 2000 block of North Carson Street, a Carson City sheriff’s deputy said.

Jackie Paul Contreras, 36, was booked at 7:17 p.m. According to the arrest report, a deputy with the Carson City Sheriff’s Office Special Enforcement Team was in the area of North Carson Street and Winnie Lane. He observed two men standing on the sidewalk arguing. One man was crying, yelling and moving his hands up toward the other man’s chest, the arrest report states.

The deputy made contact with both men, recognizing them and observed the younger one, age 24, was intoxicated. The officer interviewed the man who said he was yelling at Contreras because he allegedly killed his uncle in a DUI crash earlier this year in the Washoe Valley. The man told the officer that Contreras should be in prison.

The deputy checked both men through dispatch and was advised Contreras had a felony warrant out of Reno Township Justice Court for DUI causing death and three counts of DUI causing substantial bodily harm. He was arrested on the charges and is being held without bail in lieu of a hearing.

The 24-year-old man was also arrested for misdemeanor suspicion of violation of alternative sentencing. Bail: $3,000.

In other arrests:
— A 36-year-old Gardnerville man, Heath Bronson Peneuta, was taken into custody Wednesday, 10:26 p.m. in the 1800 block of North Edmonds on suspicion of felony possession of a controlled substance - methamphetamine, a felony parole and probation hold, possession of marijuana and possession of drug paraphernalia, a digital scale. Bail: $4,374 on the charges plus a no bail hold for the parole and probation violation.

— A 30-year-old Carson City man was arrested Wednesday, 10:17 p.m. in the 1800 block of North Edmonds on a misdemeanor warrant for violation of a suspended sentence, and obstructing an officer. According to the arrest report, the man attempted to run from officers when asked for identification. Bail: $3,412

— A 47-year-old transient was arrested Tuesday, 1:45 p.m. in the 300 block of B Street on suspicion of unlawful abuse of an animal. According to the arrest report, deputies were called to the area at 1:30 p.m. for a report of possible animal abuse.

On scene, deputies made contact with a witness who said she observed the suspect remove a small dog from his vehicle while holding the dog by its nose and snout. She said the small dog was yelling and crying loudly. She said the man carried the dog by the nose to an open shed on the west side of B Street. She said she then witnessed the man throw the small dog into the shed and shut the door.

The witness stated she was scared of the man and his action but felt she needed to check on the small dog in the shed. She said she opened the shed and the dog quickly exited.
The woman was crying and shaking as she talked to officers and said she had never seen animal abuse like that, the arrest report states.

The officer made contact with the man who said his dog, Cruz, means everything to him and that he would never hurt the dog. The dog is around 10 pounds and cross between a shepherd and dachshund, the arrest report states. The man smelled strongly of alcoholic beverage when the deputy was speaking with him.

He said multiple times that he would never hurt the dog. The dog was uninjured and was walking around when the deputy was interviewing the man. The dog did not appear to require vet attention, the arrest report states.

Based on the information obtained by the witness, the man was placed under citizen’s arrest and taken to jail. The dog was released to the man’s mother. Bail: $1,137.

Carson City sheriff’s deputies make several domestic battery arrests over weekend

A 34-year-old Carson City man was arrested Saturday on suspicion of domestic battery second offense and a felony parole and probation violation, a Carson City sheriff’s deputy said.

Bernard Turner III was taken into custody at 3:14 p.m. in the 300 block of Winnie Lane. According to the arrest report, the victim told officers her boyfriend “snapped” and began slapping her on the left side of her face and pulling her around the residence by grabbing her arms.

She said the issue had been ongoing for the last few days. Deputies observed bruising and redness on the woman’s face, legs, arms, chest and back. He was arrested after briefly resisting officers, who had asked him more than 5 times to stop resisting and comply, the report states.

A criminal history showed he had a prior for domestic battery and that he was also on parole and probation and that the arrest on suspicion of domestic battery was a violation of probation. Bail: $5,000 for the domestic battery charge. He’s being held without bail for parole and probation violation.

— A 36-year-old Carson City man was arrested Monday, 2:09 a.m. in the 1500 block of Rand Avenue on misdemeanor suspicion of domestic battery. According to the arrest report, deputies responded to a residence for a domestic battery report.

Officers arrived an interviewed the victim and his sister. The suspect allegedly had been drinking, got into an argument with his girlfriend and when her brother intervened, the suspect pushed him to the ground causing his prosthetic leg to come off, according to the arrest report.

The suspect, who arrived at the apartment two hours later after the altercation, provided deputies inconsistent information about what happened. He was arrested on suspicion of domestic battery. Bail: $3,137.

— A 31-year-old Carson City man was arrested Monday, 2:55 a.m. in the area of North Roop and Hot Springs Road on misdemeanor suspicion of violation of a temporary restraining order. Bail: $1,137.

— A 53-year-old Carson City woman was arrested Sunday, 6:45 p.m. in the 1800 block of Newman Place on misdemeanor suspicion of domestic battery. According to the arrest report, deputies were called to the residence and met with the victim and suspect.

The two had been at a bar and when they came back to the residence it turn into a physical confrontation where the woman allegedly slapped her boyfriend in the face multiple times. A deputy observed redness on his face and a small abrasion on his arm.

The victim stated during the altercation he placed his hands on the woman’s face and took her to the ground so should couldn’t attack him, the arrest report states.

The woman was read her Miranda warning where she admitted to hitting the man first during their altercation. She had scratch marks on the left side of her face that corroborated the man’s account. She was determined to be the primary aggressor and taken into custody. Bail: $3,137.

— A 35-year-old Carson City woman was arrested Monday, 9:22 p.m. in the 200 block of James Court on misdemeanor suspicion of domestic battery. According to the arrest report, deputies were dispatched to the 400 block of West 9th Street at 7:40 p.m. in reference to a domestic dispute. Dispatch advised the female suspect was intoxicated and trying to get inside of a home.
When officers arrived the woman had left. The victim said the suspect brought their children over to the house for a barbecue and she became intoxicated.

The victim said the woman began fighting with him and his girlfriend and she was asked to leave the house. When the door closed it was locked. The woman then allegedly began climbing into the house through the front window. The victim attempted to push her back outside, in which she took the screen and hit him in the arm with it. The officer observed a scratch and a small amount of blood on the man’s arm, the arrest report states. Bail: $3,137.

— A couple was arrested Sunday, 11:47 a.m. in the area of Kings Canyon Road, 1/2-mile from the top on suspicion of misdemeanor violation of alternative sentencing conditions.
According to the arrest report, deputies were dispatched to the area for a reckless driver in which the 45-year-old male half was cited. A deputy recognized the man’s 40-year-old wife from previous contacts. Dispatch advised both of them were on alternative sentencing. The man was not allowed to be near the woman and the woman had a “no alcohol” clause. Her preliminary breath test was a .282. Bail: $3,000 each.

Crime Log: Carson City deputies arrest man on domestic battery allegations

Carson City Sheriff's deputies have arrested Christopher Michael Schumacher, 30, a man of unknown origin, as of 10:30 p.m. Tuesday. Schumacher was arrested based on felony allegations of third-offense domestic battery and disuading a victim from reporting a crime, gross misdemeanor allegations of child abuse/neglect and false imprisonment, and a misdemeanor allegation of violation of a probation warrant. Schumacher was arrested after allegedly battering his ex-girlfriend when she was discovered bleeding heavily from the nose and mouth; their nine-month-old child was allegedly in her hands while she was being beaten. Bail is set at $58,000.

Officers have also arrested the following individuals based on misdemeanor allegations:

  • A 28-year-old transient man for a failure to appear traffic warrant in his name.
  • A 32-year-old Beebe, Ariz., man for obstructing or delaying an officer.
  • A 24-year-old Carson City man for violation of the conditions of a suspended sentence.
  • A 28-year-old Carson City man for a failure to appear warrant in his name.

All suspects are considered innocent until proven guilty.

Authorities arrest Carson City man after allegedly stealing laptops

A 66-year-old Carson City man who was recently fired from his computer job, was arrested on Wednesday after he was seen on video surveillance taking laptop computers from his former employer.

Robert Eugene Miller is being held on $25,000 bail.

According to the arrest report, officers were dispatched to Computer Corp in the 6000 block of Highway 50 in reference to a report of a past burglary.

Officer spoke with an employee who said that laptop computers, valued at $1,100, were missing from inside the business on Tuesday.

After reviewing the security video, the employee witnessed the theft on Monday, beginning at 2:37 p.m. Miller, who was dismissed for theft a week prior, was observed entering the business, selecting and removing laptop computers and placing them into bags. Between 2:37 p.m. and 4:59 p.m. Miller could was observed on surveillance video, according to the arrest report.

The employee said that during the termination of Miller he was advised never to return to the property. The employee positively identified him as the man entering the business and stealing the computers.

An officer observed Miller on the video and he responded to Miller's last known address, in the 4100 block of Golden Eagle Lane in Carson City. Miller was sitting on the porch of the home at the time an officer arrived and walked out to the entrance gate of the property to meet with the officer. He was arrested and taken into custody and faces a charge of felony burglary.

Carson City couple arrested on credit card fraud, conspiracy charges

A Carson City couple each face five counts of felony credit card fraud and gross misdemeanor charges of conspiracy.

Denise Lynn Grover, 42, and Don Grover, 35, were arrested Friday, Dec. 27 for the charges. Don Grover was taken into custody at the Carson City Jail after attempting to post bail on his wife, who was taken to jail earlier in the day from a business in the 2700 block of North Carson Street. Both had warrants on them issued Dec. 26 from Carson City Justice Court. Bail: $5,000 each.

In other felony-related arrests:

A 47-year-old Carson City woman was arrested at 3:23 p.m. Friday in the 100 block of Corbett Street. Leanne Magnuson faces a felony warrant charge of possession of a controlled substance.

According to the arrest report, officers responded to the area after a call for domestic battery. Officers met with a man in front of the apartment who said that he and Magnuson had been arguing about $200. He had fallen asleep and alleges the woman took the money from his pocket. He said at no time did he become physical with the woman.

Officers spoke with Magnuson, who stated the money was hers and she wanted it back. She said the victim grabbed her by the neck and slammed her into the wall outside. The officer asked to see the woman's neck but there weren't any marks, the arrest report states. He told the woman he didn't see any marks and she said that if that was the case, if she was going to jail, so was the man. The officer then asked if she made the story up and the woman replied "maybe," the arrest report states.

The officer learned through dispatch that the woman had a felony warrant for her arrest, possession of a controlled substance with $2,500 bail. She was taken into custody for the warrant.

— A 45-year-old Carson City man was arrested at 8:10 p.m. Dec. 27 in the 100 block of West Winnie Lane. Juan Rodriguez-Diaz faces a felony charge of possession of a controlled substance and misdemeanor charges of possession of drug paraphernalia and violation of a suspended sentence.

According to the arrest report, officers with the Special Enforcement Team observed a man riding a bicycle without a front light in the 2000 block of North Carson Street.

As the man rode, officers recognized him from prior bike theft reports. He was riding a different bicycle from law enforcement's previous contacts with him a few weeks prior.

The officer pulled behind the man in the area of West Winnie and activated his lights. The man didn't stop. The officer activated his siren where the man stopped but didn't turn around and look at the officer. He then began to reach into his right side of his jacket where the officer saw a shiny object fly from the right side of his jacket toward the snow, the arrest report states.

The man told the officer he had purchased the bicycle from a thrift store. Dispatch advised the man was on Carson City Alternative sentencing supervision with an "obey all laws" condition.

The officer checked the area and found a glass methamphetamine pipe on top of hard packed snow. There was burnt white residue inside the pipe that appeared to be methamphetamine, the arrest report states. The snow was hard and the pipe did not appear to have been on the snow for any length of time, the arrest report states. The man denied he threw the pipe though there was enough suspected methamphetamine in the pipe to test.

Officers had made contact with the man a few weeks prior, locating him squatting in an abandoned home with other methamphetamine users, the report states. The man's additional probation condition was to return a victim's stolen bicycle to the sheriff's office by Dec. 24. The man stated he was going to give the bike he bought at the thrift store to the victim in place of the original bike, the arrest report states.
Bail: $4,632.


Nevada Ranks 30th In Animal Protection, National Organization Says In New Report

CARSON CITY – Nevada ranked 30th among the states in how it protects animals in 2011, scoring only 25 points out of a possible 66, The Humane Society of the United States said in a national report released today.

Ranking first with 46 points was California, followed by New Jersey and Oregon with 40 points. In last place was South Dakota with eight points, with Idaho second to last with nine points.

Nevada improved its score from 2010, but the organization noted that the state’s laws regarding the possession of dangerous wild animals are weak. Nevada ranked 30th in 2010 but had 24 points, one fewer than in the 2011 report card.

The third annual rating evaluates the states on a wide range of animal protection laws, including animal cruelty codes, equine protection standards, wildlife issues, animals in research and farm animal policy.

“Our Humane State Ranking provides a big-picture look at how states are faring on animal-protection policies, and how they rank in the nation,” said Wayne Pacelle, president and CEO of The HSUS. “There are some states that are adopting innovative and strong policies to protect animals, while others are lagging badly. Animal protection is a serious matter for tens of millions of Americans, and we hope state lawmakers fulfill their moral responsibility and help us crack down on abuses.”

Nevada’s ranking was unchanged despite several new measures approved by the 2011 Legislature to further protections for animals.

They included Senate Bill 223, sponsored by Sen. Shirley Breeden, D-Henderson, and Sen. David Parks, D-Las Vegas, known as “Cooney’s Law” after a dog brutally killed with a box cutter, was the highest profile animal welfare measure considered during the session. The new law makes willful or malicious cruelty to pet animals a felony on the first offense. Under previous law, a felony charge could be issued only after a third act of cruelty.

Also winning approval were:

- Senate Bill 226, sponsored by Sen. Sheila Leslie, D-Reno, Parks, and Assemblywoman Peggy Pierce, D-Las Vegas, requiring the wildlife commission to regulate leg hold traps in congested areas

- Senate Bill 299, sponsored by Sen. Mark Manendo, D-Las Vegas, requiring commercial dog breeders to be licensed and to have regular county inspections, bans the stacking of cages and the use of wire floors in puppy mills, and prohibits the breeding of dogs younger than 18 months of age. The bill applies only to commercial breeders selling dogs as pets, and exempts hobby breeders.

- Senate Bill 102, proposed by the Senate Natural Resources Committee, imposes civil penalties for illegally killing or possessing a trophy big game mammal, or for illegally killing or possessing certain wildlife species.

Not all measures were successful.

Senate Bill 364, which proposed to ban horse tripping, a practice of roping a horse’s legs used in some non-sanctioned rodeos, failed to win approval in the Senate Natural Resources Committee. Supporters of the bill, including the Humane Society, said the practice is cruel and does occur in some non-advertised rodeos in Nevada.

Opponents said the proposal was an attempt to open the door to banning other types of rodeo events, and ultimately, rodeos themselves.

Carson City sheriff’s arrest log: Man jailed on felony burglary, credit card fraud charges

A 24-year-old Carson City man was arrested Sunday on multiple felony charges of burglary and fraudulent use of a credit card after allegedly breaking into a home, stealing credit cards, jewelry and other property and then using the credit cards at businesses, a Carson City sheriff’s deputy said.

Carlos Contreras was taken custody at an apartment in the 1800 block of East Long Street. He faces three counts of burglary, two counts of credit card fraud, two counts of obtaining money under false pretenses, all felonies, and misdemeanor possession of stolen property.

According to the arrest report, a detective began the investigation after an Aug. 23 burglary at a Hamilton Drive home in which the victim’s credit cards, among other items, were stolen. Transactions of the stolen credit cards were recovered, one showing a purchase at a convenience store on North Carson Street for $6.07 and Walmart for $280. Another card was used at a bank on Market Street for $303 and another card was used at the same bank for $478, the arrest report states.

The detective contacted the convenience store and Walmart managers with transaction details and learned they were captured on surveillance cameras. The detective recognized Contreras from previous law enforcement contacts and is awaiting records and surveillance video from the bank.

On Sunday officers responded to the 1800 block of East Long Street in an attempt to locate Contreras. The deputy spoke with a woman who, at first, denied the man was inside. The officer asked if he could check inside to make sure he was not there. The woman declined. The officer informed her that she could be charged with hiding him. The woman told the officer she would get him. Contreras came out of the apartment and was arrested at 9:47 p.m. Bail: $111,137.

In other arrests: A 26-year-old Carson City man, James Golden Matthew, was booked Monday, 8:40 a.m. into Carson City Jail on felony warrant charges of robbery and two counts burglary. The warrants were issued Aug. 26, 2015 out of Carson City Justice Court. Bail: $25,000.

— A 36-year-old Sun Valley man, Frederick Montejo, was booked Monday, 8:30 a.m. into Carson City jail on a felony warrant for burglary issued Jan. 13, 2015 out of Carson City Justice Court. Bail: $5,000.

— A 66-year-old Carson City woman was arrested Monday, 7:30 p.m. in the 3400 block of Imperial Way on suspicion of DUI. The woman was seen by two different witnesses leaving a casino and appeared highly intoxicated. Officers were able to get a license plate number and arrived at a residence where the woman was outside the home. A deputy asked if she had been drinking. The woman said she had a couple drinks. She agreed to submit to field sobriety tests in which she showed signs of impairment. She provided a preliminary breath sample of .255 and was arrested for suspicion of driving under the influence. Bail: $1,137.

— A Fernley man was arrested Tuesday, 4:36 a.m. in the 2000 block of North Carson Street on misdemeanor charges of driving without a valid license and speeding, 11-15 over posted limit. Bail: $289.

— A 21-year-old Carson City woman was booked into jail Monday, 9:13 a.m. on a misdemeanor warrant for violation of a suspended sentence. Bail: $3,000.

— A 51-year-old Minden man was arrested Monday, 10:14 p.m. in the 800 block of North Carson Street on a misdemeanor charge of indecent exposure and conduct. According to the arrest report, officers responded in reference to a man passed out at the Children’s Museum. Officers found the man near the front steps with several tall cans of beer, a bottle of tequila and numerous items of trash littered around the area.

The officer rousted the man who was quite intoxicated and belligerent. The officer spoke with the man for several minutes, attempting to find him a way home. He refused and told the officer he was going to walk the rest of the way home. He could barely stand and nearly fell over. He provided a preliminary breath test of .240 and was taken into protective custody and transported to the hospital fore medical clearance.

While on the way to the hospital the man become verbally abusive with the officer and made threats. At the hospital his behavior escalated. He kicked a wall, cussed at staff, urinated on the wall, hospital bed and handcuffs. After he was medically cleared he was taken to jail where he continued to taunt the officer, threatening to kill him once he got out of jail. Bail: $637.

A 58-year-old male transient was booked into jail Monday, 3 p.m. on a misdemeanor criminal contempt warrant issued June 4, 2008. Bail: $1,000.

— An 18-year-old Carson City woman was arrested Friday, 12:30 p.m. at Carson High School on misdemeanor charges of battery and disturbance at a school. According to the arrest report, the woman got into a physical altercation with a juvenile victim in the hallway area of the upper cafeteria.

The victim was punched in the face and head several times after the suspect got on top of her. Witnesses and other students pulled the suspect off the victim. The victim suffered a black eye with a cut at the bottom, which later filling with blood causing the eye to swell shut. The victim had two large hematomas on the top of her forehead, the arrest report states. Bail: $1,774.

Woman faces felony drug charges, allegedly brings magic mushrooms into jail during booking

A burned out license plate and tail light on a vehicle led to the arrest of a two early Wednesday morning, with a 19-year-old woman facing felony drug charges.

Officers patrolling the area stopped the vehicle near the intersection of Northridge and Roop streets shortly before midnight after seeing the violations and made contact with the driver, Shayla Marie Feber and an 18-year-old male passenger.

When the officer asked if there was anything illegal in the car, Ferber answered there wasn't anything illegal but said so in such a way that it appeared she was being untruthful, according to the arrest report. The woman denied consent to search the vehicle. The officer's K9, Tarzan, instead did an exterior sniff of the vehicle and alerted the officer to the driver's and front passenger doors, the arrest report states.

A search was then conducted with the woman's purse found in a seat. It contained small baggies, a digital scale and a money owed/payment list that indicated sale of narcotics. In the cargo pouch behind the front passenger seat, directly in front of the passenger, officers found a marijuana pipe. Lastly, on the floorboard where the passenger's seat were was an empty cigarette pack with a small amount of marijuana. She was arrested at 12:53 a.m.

The male passenger was arrested, also at 12:53 a.m. for paraphernalia and was walked to a patrol vehicle, but he refused to get inside or have a seat. The officer ordered him to do so nearly a dozen times, but he refused, and kept asking for another officer because he didn't think he should go to jail and he said that he thought the officer was "harassing" him because the pipe didn't belong to him, the arrest report states.

He was eventually placed into the patrol car with the help of another officer, the report states. He was booked on misdemeanor charges of possession of drug paraphernalia and obstructing. Bail: $1,432.

The woman was taken to jail. On arrival and prior to entering the facility, she was told repeatedly by more than one officer that bringing a controlled substance into jail would be a felony and she needed to reveal any contraband if she was hiding it. The woman refused and during intake, jail staff watched her drop a small baggie that contained what appeared to be hallucinogenic mushrooms. She was charged with possession for sales and introducing a controlled substance into a detention facility. Bail: $11,132.

In other felony-related arrests:

A 50-year-old Las Vegas man, Jack Young Turrentine, was booked into Carson City jail Tuesday. He faces felony charges of false pretenses to obtain money, goods or services and obtaining or using false information of another person. The charges stem for two warrants, issued Oct, 2 out of Carson City Justice Court.
Turrentine was extradited from Harris County, Texas after signing a waiver on Nov. 5.

Carson City sheriff’s arrest log: Man jailed after confrontation with officer at casino

A 34-year-old Gardnerville man who refused to leave a casino when asked several times was arrested Monday on felony suspicion of intimidating a police officer and other charges, a Carson City sheriff’s deputy said.

Paul Delbert Simpson was taken into custody, 10:29 p.m. at a casino in the 3800 block of South Carson Street. He was also arrested on misdemeanor charges of disorderly conduct, trespassing and obstructing an officer.

According to the arrest report, deputies were called to the casino for a report of an intoxicated man who was being belligerent with security and employees. An officer arrived and asked for the man’s identification.

The man began to intimidate the officer by inflating his torso, tightening his arms and making fists with his hands, the arrest report states. The man, described as 6 feet and 300 pounds, began to advance toward the officer, who then drew a taser and told him to stop. At that point, another officer arrived on scene and the suspect provided his identification.

The suspect then continued to be argumentative and belligerent with the officers and was taken into custody. As he was being transported to jail he told the arresting officer that he was going to find him after he got out and assault him, the report states. Bail: $10,896.

In other arrests:
— A 48-year-old Washoe Valley woman was arrested Tuesday, 12:51 a.m. in the area of Goldfield and Saliman streets on misdemeanor suspicion of DUI and failure to maintain a lane of traffic.

According to the arrest report, a deputy was traveling westbound on East William Street and observed a vehicle swerving in between lanes and appeared to be speeding. The vehicle made a sudden left turn onto Saliman and began going southbound. The vehicle made an improper lane change and was again swerving in between lanes multiple times.

The deputy spoke with the driver who stated she picked up her friend to take her home because she was drinking. The driver had slurred speech and acted lethargic. The officer asked for her identification and she appeared confused. The officer could smell a strong odor of alcohol on her breath. The woman said she had a couple drinks hours ago, the arrest report states.

The officer conducted standardized field sobriety tests with unsatisfactory results. She provided a preliminary breath test with a .168 and was arrested on suspicion of DUI. At jail she provided two breath samples, a .144 and .149. Bail: $1,249.

— A 23-year-old Carson City woman was arrested Tuesday, 12:25 a.m. in the 3000 block of North Lompa Lane on a misdemeanor warrant, violation of a suspended sentence. According to the arrest report, a deputy was patrolling in the area and observed a vehicle in the parking lot of a church that was closed. The vehicle was occupied by two people, a man and woman. The officer asked why they were in the parking lot of a closed church. The two replied they were there because the female was having a hard day. The officer asked for identification. Dispatch confirmed there was a warrant for the woman’s arrest. Bail: $1,000.

— A 54-year-old Virginia City man was arrested Monday in the 3200 block of Market Street on a misdemeanor parole and probation violation. According to the arrest report, officers were called to Walmart regarding a subject who left the store without paying for merchandise and then returned.

Deputies met with the man and could smell alcohol on his breath. The man said he had consumed two beers earlier in the day, the arrest report states. Dispatch advised he was on probation with a clause not to consume alcohol. The man was arrested on a charge of being in violation of his probation.

— A 26-year-old Fernley man was booked into jail Monday on misdemeanor warrant charges out of Carson City and Douglas County. Bail: $1,700.

— A 50-year-old Minden woman was booked into jail Monday, 10 a.m. on a misdemeanor warrant, violation of a suspended sentence. She was booked and released.

— An 18-year-old Carson City woman was booked into Carson City jail, 10:15 a.m. on a misdemeanor warrant, failure to appear, issued Feb. 3, 2016 out of Carson City Justice Court. Bail: $295.

Woman jailed on felony drug charge after pills found without prescriptions

A 50-year-old Carson City woman was arrested Thursday in the area of Brown and Gordon streets on a felony charge of possessing prescription drugs without prescriptions, a Carson City sheriff’s deputy said.

Lillian Kay Meyer, also faces misdemeanor charges of possession of drug paraphernalia and violation of bail conditions.

According to the arrest report, officers with the Carson City Sheriff’s Office Special Enforcement Team stopped a vehicle at 6:25 p.m. after observing the driver cross over a stop line and failed to stop before entering the intersection. Officers made contact with a male driver and Meyer who was the passenger.

The officer knew both occupants as having been arrested on prior contacts for drugs. A K9 was requested where the dog did an exterior sniff of the vehicle and, subsequently, alerted to drugs. Meyer is currently on Alternative sentencing with clauses for no drugs or alcohol.

During a search of the vehicle officers found a glass meth pipe with residue. Also found was a piece of luggage with a plastic container containing 24 pills of different types. The pills were 4 tramadol, 12 prochlonperazine, 1 Naproxen, 1 singular, 1 molelukast, 1 sumatriptan, and 4 Methylphenidate, which is a schedule 2 controlled substance. The officer was unable to locate any valid prescriptions.

The woman was informed she was being arrested whereby she told officers she had chest pains, according to the arrest report. She was taken to the hospital where she refused to allow the doctor to take tests. She was released and taken to jail. During intake officers found another bottle of pills in her purse with one pill not being the one in which it said on the bottle. Bail: $6,500.

In other arrests:
— A 53-year-old Carson City man was arrested at 12:08 a.m. in the 2000 block of East William Street on misdemeanor charges of DUI and driving on the sidewalk.
According to the arrest report, officers responded to a restaurant and bar in reference to a man causing a disturbance.

The man left the bar and was found stopped on the south side of the area near Mills Park. The man admitted to drinking but said he didn’t know where he was drinking at, the arrest report states. He failed all standardized field sobriety tests and blew a .21 preliminary breath test. Bail: $1,209.

— A 43-year-old Carson City naan was arrested Thursday, 10:47 p.m. in the area of Carson and Adams streets on misdemeanor charges of being an intoxicated pedestrian with an open container in public. During a pat down, officers found two steak knives on the man. He was asked about the unsheathed knives. The man told the officer he carries the knives to “get down.” Bail: $429.

— A 35-year-old Carson City man was arrested Thursday, 10:59 p.m. in the area of Sixth Street and Plaza on misdemeanor charges of DUI, speeding and failure to maintain a lane of traffic. The driver was stopped after officers estimated he was speeding about 50 mph in a 25 mph zone in the area of Bath and Carson streets and 45 mph in a 25 mph zone near Carson and Musser streets, the arrest report states.

During the traffic stop the man said he had four beers at a local bar. He agreed to submit to field sobriety tests in which he existed the vehicle and nearly fell over, the arrest report states. He blew a .181 preliminary breath test and was arrested. Bail: $1,336.

— A 24-year-old Dayton man was arrested Thursday, 6:49 p.m. in the 900 block of Woodside Drive on misdemeanor warrant charge, violation of a suspended sentence issued June 16, 2014 out of Carson City Justice Court and for having obstruction on his windshield. Bail: $1,072.

— A 47-year-old Gardnerville woman was booked into Carson City Jail Thursday, 1 p.m. on misdemeanor warrant charges of battery and trespassing. Bail $1,500.

Those arrested and facing criminal charges are innocent unless proven guilty in a court of law.
